www.insideHALTON.com | OAKVILLE BEAVER | Wednesday, June 5, 2013 | 10 School closures just one option for a PAR committee continued from p.1 school in the area, several others in southwest Oakville are not full to capacity, including Brookdale, Eastview, Gladys Speers and Oakwood. In fact Oakwood has a current enrolment of 49 per cent of its capacity and is expected to stay less than half-full until 2018. Meanwhile, Pine Grove, a single-track French Immersion school, is bursting at the seams. It has 10 portables and is expected to exceed its portable capacity from 2015 to 2019. The school has 743 students in 33 classes. "Firstly, we're overcrowded, stretched to the gills," school council co-president Tracey Ehl told trustees at a recent board meeting. kia.ca DS N E ND R 2 E F Y OF JUL "To us, status quo is not an option for Pine Grove, even in the short to medium term. By 2015, which is a key year in the (Long-Term Accommodation Plan) report, we have 152 per cent utilization and 13 portables on site. Our yard is already eaten up by portables." According to Director of Education David Euale in a recommendation to form a PAR committee, building a school in Lakeshore Woods could lead to the closure and consolidation of other schools in the vicinity. Trustees balk at divisive measures Some trustees, who know from experience that PAR reviews can divide communities, suggested other routes such as a simple boundary review. "As soon as we enter a program and accommodation review, everybody assumes we're closing schools and that would be absurd in Oakville at this time," said Oakville trustee Kathryn Bateman-Olmstead, referring to the growing student population in the municipality as a whole. "I'm hoping we don't go there. I'm hoping we simply request that a school be built and then we do a boundary review." Bateman-Olmstead suggested board staff go to the Ministry of Education and ask for capital funding based on a strong business case for a new school. North Oakville needs schools North Oakville trustee Kelly Amos favoured a PAR, noting Oakville needs schools in the north, too, and it's unknown what the ministry will fund. "We need to go through the process to show that we've done everything we can because I don't want one community pitted against another community if we only get one school." "Not only does it involve the community and looking at the whole and all the schools would be involved, but it may help avoid pitting one community against another," she said. Amos said a PAR doesn't mean having to close schools. The review looks at programs and accommodation of the entire area and closing a school is just one option. Vrooman caught in conundrum Don Vrooman, trustee for the potential review area, said he's fearful of pitting one community against another, saying he's seen it go that way in the past. "If the bit of closed to open gets into a community's teeth, it will tear the community apart," he said. "This is the conundrum. This is the challenge I find myself in." Milton trustee Donna Danielli asked staff what happens if the board elected not to conduct the PAR right away. Euale said the staff recommendation is the most prudent strategy for building a new school. He said it's not the only option. He said if the decision was postponed, board staff would continue to pursue funding for a new school through other means. Trustees voted unanimously to refer the matter to the program and accommodation committee. Furthermore, Vrooman brought two more motions to the board table, both of which were passed by the trustees. Firstly, board staff were directed to develop a recommendation for an interim solution for French Immersion accommodation in Wards 1 and 2 of Oakville, to be ready in time for the 2014/15 school year staffing and class building. Secondly, he asked the director, board chair and superintendent of business to arrange to meet with Ministry of Education officials to seek funding or the commitment to fund the board's capital priorities as outlined in the board's Long-Term Accommodation Plan. % ** + 60 F FINANCING IN A NCING PAY DAYS THE NEW 2014s A ARE RE H HERE ERE Forte Forte SX shown shown Rondo Rondo EX Luxury Luxury shown shown THE ALL-NEW 2014 HWY (M/T): 5.3L/100KM CITY (M/T): 8.0L/100KM Sorento Sorento EX shown shown AVAILABLE ALL-WHEEL DRIVE T THE HE A ALL-NEW LL-NE W 2014 HWY (M/T): 6.2L/100KM CITY (M/T): 9.4L/100KM $ 98 $0 0% BI-WEEKLY DOWN APR WITH AT THE NEW 2014 HWY (A/T): 7.1L/100KM CITY (A/T): 10.4L/100KM $ $ STANDARD FEATURES INCLUDE: 15" Steel Wheels · 6 Airbags Anti-lock Brakes (ABS) Electronic Stability Control Steering Wheel Mounted Audio Controls bi-weekly for 60 months, amortized over 84 months with $0 DOWN PAYMENT.
