The Town's Director of Engineering and Construction, Dan Cozzi, said the Town is engaged in the Fourteen Mile Creek Stabilization and Rehabilitation Project between Rebecca Street and the Kinoak Arena. The project involves the replacement of the existing gabion wall lining with new armour stone retaining walls to mitigate ongoing erosion of the creek banks into the backyards of adjacent private properties. Cozzi said construction began late last summer and continued until November at which time work had to stop due to Ministry of Natural Resources regulations. The MNR guidelines dictate when work on the creek can occur. Construction resumed this summer and is expected to end next month. Recagno said the work has turned her street into a quarry. A formidable pile of gravel and soccer-ball sized stones sits across the street from her home. When the dump trucks unload more stones, or the machines dig into the pile, Recagno said, it creates a dust cloud so large she has to close her windows. "It was just a very quiet neighbourhood. That's why we moved here," she said. "We typically had people walking their dogs here. Nobody does that anymore. It's unsafe during the day. It's unsafe for my kids to play. They haven't been able to ride their skateboards or their bikes here because Valley Park are nearby. "There is a vacant lot right behind those homes, a massive vacant lot (Brook Valley Park). With minimal disruption, they could have carried the project out there," said Recagno. "We would have still heard the project and dealt with it, but not to this extent." Cozzi said Summerlea Street is not the main staging area. The main staging areas, he said, are located off the roadways and on Town lands where they make use of an existing trail as an access road. "Using the Kinoak Arena or Brook Valley Park as staging areas would have required the construction of a new access road and would have required a significant number of trees to be removed," said Cozzi. "The use of Brook Valley Park would have also required closure of the trail to Wynchgate Street." Cozzi went on to note the Town would repair any damage to the road and grass caused by the construction vehicles. He said a meeting with concerned area residents and Ward 2 councillors is being scheduled soon to review the project's status and next steps including upcoming remedial ditch maintenance to improve roadside drainage conditions in the area. Cozzi said the Town has attempted to make things better for area residents by having a member of Town staff provide regular site inspections, cleaning the streets on a regular basis to minimize dust, and having the contractor work between 7 a.m. and 6 p.m. Cozzi said the contractor has also been directed to avoid blocking driveways and keep the roadways open to at least one lane.
