OMHS spokesperson Brenda Dushko said an attack by a dog on another dog could be punishable by a fine or a municipal muzzle order, which restricts who can walk a dog, where a dog can be housed and requires the canine to wear a muzzle when it is in public. Dog-bite cases can also be handled through the Province's Dog Owner Liability Act, which allows for more serious fines, stricter handling and housing restrictions and stronger penalties for failing to comply with the orders. Dushko said the provincial act is reserved for extremely serious bite cases and for repeat offenders whose dog has been involved in multiple biting incidents. She also recommends all dog owners obey municipal bylaws and keep their dogs on leashes when outdoors. Dushko recommended against the use of extendable leashes stating a lot can happen in the time it takes to reel the dog in. For large dogs, it is important for the owner to have control, Dushko said. Obedience courses and training courses may be needed to gain that control and curtail aggressive behaviour, she added.
