continued from p.1 Capogna said the planes seem to arrive in spurts during the 7-8 a.m. period, but a larger concentration is noticeable between 4-7 p.m. Of cials at the Greater Toronto Airports Authority (GTAA) Noise Management Of ce told the Oakville Beaver a runway at Pearson International Airport was recently closed for construction, which forced more planes to use runways that required them to y over Oakville. That construction has now been completed. That said, a news release issued by the private capital corporation NAV Canada, which owns and operates Canada's civil air navigation service, noted ight paths were changed in February 2012 with a downwind ight path over Oakville being moved farther south to meet new international design standards and provide better traf c ow. Capogna argued the apparent air corridor change is unfair given he has been living in his home for 16 years and was never told this was going to happen. "The ight pattern was typically over the north part of Halton where it is farmland. This is not a situation where we built a home under an existing ight path and now are complaining about the situation," said Capogna. "It is their recent change that has resulted in this and it would be good if they could return to the former pattern of where the ight lanes were." He also voiced concern about the disruption the noise of the planes will cause patients once the new Oakville hospital opens. Another resident said she is worried about what the increase in ights over north Oakville is doing to her property value and questioned whether she would be required to disclose the new situation to potential homebuyers. The Beaver attempted to contact Halton MP and Canada's Minister of Transportation Lisa Raitt. Questions were sent to the minister asking what, if any, action she is taking to address the concerns of north Oakville residents affected by airplane noise. The inquiries resulted, not in an interview with Raitt, who was juggling a busy schedule, but a response from Transport Canada's Senior Communications Advisor Tina Morris who spoke about why the ight path changes were made and the consultation process that took place. Increased air traffic was not expected by long-time residents ment procedures implemented at an airport. For many north Oakville residents, any noise abatement work being conducted by the airport is not going far enough. Ward 5 Town and Regional Councillor Jeff Knoll said ever since the new air corridors were put in place, residents have been contacting him with complaints. He described the airplane noise as one of the top issues he hears from his constituents on a regular basis. Knoll said his own house occasionally vibrates with the passing of airplanes, which he said seem to y so low one could almost reach out and touch them. "It really has affected the quality of life of people in north Oakville," he said. see Irritation on p.4 3 | Friday, September 27, 2013 | OAKVILLE BEAVER | www.insideHALTON.com Shhhh... "As you may be aware, on Feb. 9, 2012, NAV Canada implemented changes to the airspace around Toronto, Ottawa, and Montreal. This was done to take advantage of new technologies and procedures that reduce aircraft fuel burn and related greenhouse gas emissions," said Morris in an email to the Beaver . "Prior to implementing the airspace changes, NAV Canada held a public comment period, allowing members of the public to provide input on the airspace review on their website. Notices regarding the review and changes to ight paths to Toronto Pearson Airport appeared in the Toronto Star and other area newspapers in August and September as well as on various websites." Morris said the changes were extensively analyzed by NAV Canada in ight and air traf c control simulators to assess their impact.
