Kerr Village awaits green light on streetfront facelift plan by David Lea Oakville Beaver Staff 5 | Thursday, October 3, 2013 | OAKVILLE BEAVER | www.insideHALTON.com Plans on the books to revitalize Kerr Village were largely well received by the public at Oakville's Planning and Development Council Monday. Residents were invited to comment on the pilot Kerr Village Façade Improvement Program, which would see municipal grants help with upgrades for properties facing public streets. The five-year program, which has yet to be approved by council, would apply to commercial, office, and mixed-use properties in the village, subject to program eligibility requirements. Grants would be equal to 50 per cent of the cost of eligible improvements up to $10,000 -- or $12,500 for corner properties. Participation would be voluntary. "The goal for Kerr Village, as stated in the Livable Oakville Plan, is that Kerr Village will be revitalized as a vibrant business district and cultural area," stated Town planner Brad Sunderland in a report to council. "One of the objectives to guide decisions and achieve this goal is to create an attractive public realm by promoting high-quality streetscapes and open spaces to create a comfortable, accessible and unique community." Sunderland said the program is intended for property owners interested in receiving financial assistance for comprehensive projects, which provide longer-term benefits. It is not intended as a maintenance program or to be used for small repairs. If a project costs less than $3,000, the Town will not contribute. Improvements to the interior of a property or to parts of the outside that do not face the street, such as roof repairs, would not be eligible. Those interested in receiving a municipal grant for this type of improvement would need to go through an application process, during which their proposed improvements would be examined by Town staff. The grants would also be restricted to one per property parcel owner per calendar year. Staff hope to launch the program in early 2014, however, before that happens, Town council must pass a bylaw designating the community improvement project area. Funding for the program must also be approved in the Town's 2014 budget process. During Monday's meeting, Kerr Village BIA past-chair Allan Kowall said the BIA's sub development committee recently met with Town planners on the program.
