Funding ratio will not allow for transit growth continued from p.1 sustainable," said Oakville Mayor Rob Burton. "Development charges should ensure new development covers the costs of servicing the land and building the infrastructure expected by residents." Burton said capital infrastructure is critical to meeting the demands of a growing community. Municipal buildings, cultural facilities and hospitals are not eligible for development charges. The mayor also said mandatory discounts reduce the amount of costs the Town can recover on its capital investments. He said net capital costs covered by development charges range from 36 per cent for transit, to 80 per cent for fire protection, and 86 per cent for parks and recreation. The funding gap, explained the mayor, increases the financial challenges for municipalities in designing public services and infrastructure to meet the needs of a growing population. "The Province has underlined the importance of investing in public transit in alleviating gridlock in the GTA," said Burton. "Without a change to the way transit is treated under the DCA, it will be financially impossible for municipalities to create and operate the level of transit needed to achieve this goal." As part of the review, the Province notes there have been concerns about the transparency and accountability of municipal practices in spending Section 37 (density funds) and has asked municipalities for suggestions for ways to address the concerns. "Our Livable Oakville Official Plan not only sets out clear and concise policies on where and how Section 37 can be considered, but also sets out the procedure to ensure clarity and transparency for every step of the process," said Burton. The Town submitted its detailed response to the Province in early January. The Province has not said when proposed new legislation will be introduced. 3 | Thursday, January 23, 2014 | OAKVILLE BEAVER | www.insideHALTON.com inside today's Spotlight Sports Beaver www.insideHALTON.com 6 24 Beaver Trails Classified 21 28 Frescho, Food Basics, Metro, Listen Up Canada, Holland Park Garden, Hearing Solutions, M&M Meats, Pizza Hut, Idea Unlimited, Salvation Army Recycling, Cruise Holidays Oakville, Rabba, Bulk Barn, Real Estate, Loblaws, Rona, BMO, Real Canadian Superstore, Seven Oaks Construction, Extension Pilates, Ruth Anne Winter Group, 2001 Audio Video, The Bay, No Frills, Fortinos, Home Depot, Centennial Windows, Best Buy, Bombay, Canadian Tire, Maritime Travel, Walmart, Rexall, Pharma Plus, Brick Mattress, Staples, Pharmasave, Target, The Source, Future Shop, Sears, XS Cargo, Drug Trading, Danier, Shoppers Drug Mart, Lorna Vanderhaeghe Health, Solutions, Sobeys *All flyers not necessarily delivered to all homes For home delivery & customer service call 905-631-6095, 5300 Harvester Rd., Burlington New subscriptions call 905-631-6095 or subscribe online at www.oakvillebeaver.com The 2014 Waste Management Guide and Collection Calendar is ready, says Halton Region.
