In a 10-1 vote Jan. 27, the majority of Town councillors supported staff recommendations to sell a portion of Town-owned land in the area to establish a private school with an enrolment limit of 180 students. Ward 3 Regional and Town Councillor Keith Bird was the only councillor who didn't support the sale, saying not everyone has embraced the plan. "They (some residents) have some angst on how this will work out," he said. The councillor said he believes the reintroduction of the school is contrary to a 1989 bylaw that looked at placement of private schools and daycares in residential areas. Bird said he has concerns the road is too small to accommodate the extra traffic that comes with a school. Linbrook Road, he said, is functioning as an arterial road, but is only 15 meters wide. Conversely, Bird said he likes the idea that staff has drawn a correlation between the number of students and the space that can accommodate them. He said he's interested to see how the enrolment cap will impact traffic in the area over the next 15 years. Included in the sale agreement are a list of conditions and restrictions that have to be met by purchaser Linbrook School. Town solicitor Douglas Carr told council the property must operate for a minimum of 15 years as a private school with an enrolment limit of 180 students at all times. He said outdoor recreational space will continue to be available for public use. The agreement also outlines defined business hours of operation, a three-party agreement between the Town, purchaser and neighbouring St. Mildred's-Lightbourn School to establish shared parking and bus services and the Town's right to purchase the property back if at any time it ceases to be a private school, said Carr. Meanwhile, Chartwell-Maple Grove Residents Association President Daniela Morawetz appeared as a delegate to request the local residents association be involved in some capacity as the school is established in the neighbourhood. Although she briefly criticized the Town report for being short on detail with long "sweeping statements about protecting the neighbourhood and the community," she said the group wants to move forward. "We would like some formalization of a process by which the community can have input to issues that arise from the schools and the opera- tion of the schools in that area," she said. Morawetz suggested forming a liaison group of one or two local neighbours residents' associations, representatives and perhaps one councillor to meet occasionally to deal with issues with the two schools on Linbrook Road. Boys' school proponent Amber Way was in the audience, and nodded when she was asked by Mayor Rob Burton whether she would be interested in the Morawetz suggestion.
