The Oakville Beaver, Wednesday May 29, 2002 - A7 Resident says police checks unwarranted for parent volunteers at public schools By Tim Whitnell S P E C IA L T O THE-: B E A V E R A Halton District School Board employee is defending the implementa tion of mandatory police checks for all volunteers in the face of criticism from an Oakville mother opposed to requiring them for parent volunteers. School and community liaison official Jacki Oxley said the board has decided to make it a requirement by this September that all volunteers have a police back ground check. She noted board policy makes no differentiation between volun teers who are parents with children in a school and those without kids at the board. "We have many volunteers from the community and the business sector who volunteer in our schools. To require a police record check from one group of volunteers and not from another group of volunteers creates inequity," said Oxley. The development of a broad screening policy, which includes a provision for police checks, has been in the planning process for two years. It is a joint project with the Halton Catholic District School Board and is called the Volunteer Management Program. It has been devel oped in stages since 2000, said Oxley, and will be implemented this fall. Halton is not in the minority on the issue according to the handful of boards they have checked with, she said. The Halton board has identified at least a dozen other Ontario boards, including the Hamilton-Wentworth Catholic and Peel District public, which have had a screening process for volunteers with police checks for the last two years. Opposed to the police checks is Susanna Nankivell. The Oakville woman addressed the issue with Halton public school trustees at last week's board meet ing. Nankivell gave a lengthy speech on why she believe police checks for parents are ineffective, unnecessary and may result in fewer people volunteering within schools. "No child has ever been proven harmed in the school environment by a parent volunteer in this community. This is not a problem, (so) why are we fixing it?" Nankivell asked of the board. Oakville trustee and board vice-chair Mary Chapin said she has talked to Nankivell about the latter's concerns, including the specific issue of children being harmed at a school by a parent vol unteer. "1 spoke to (education director) Dusty Papke. There have been reports (of inci dents) but not (criminal) charges," said Chapin. The board vice-chair added she has not heard complaints on the police check issue from any other constituents. "I can sympathize with Susan's point of view but I can't say I agree with it," said Chapin. Still, Nankivell contends the new board policy "won't protect one child" for several reasons. Anyone with a police record won't get a police check done, she said, and noted that a `clean' record "only lasts as long as the date it was stamped." "This directive fosters a false sense of security." Nankivell went on to say that "... anyone who wished to harm a child (in a school) would not be deterred by this (police check) measure." She also told school trustees that the Boy Scouts, soccer associations and Big Brothers obtain police checks for leaders, coaches and mentors respectively, but do not require them for parents of children in the programs, parents she says who often volunteer with those same groups. Nankivell noted there are many parents who assist a coach on the sidelines who are not official volunteers and who are not required to get a police check: she equates those parents with what she and others do for the Halton board. The Halton public school board does not pay for the $15 police check saying they cannot afford to pay about $150,000 for the approximately 10,000 volunteers with the board. Oxley said that if a principal is advised of a volunteer with an item on their police record check he or she will make the deci sion about its relevance to the school vol unteer role. The ESR is available for review at the following locations during normal business hours: School board grants announced The province will pump $14.5 million more into Halton schools this year, most of it headed for the Catholic board. Not surprisingly, the public board is saying it's not enough and won't come close to covering wage increases it will be expected to award teachers and other employee groups this August. Burlington MPP Cam Jackson issued a press release late yesterday saying that Halton District School Board will receive another $5 million in funding for this year. The Halton Catholic District School Board will receive $9.5 million more. The funding is part of a $350-million boost announced May 10 by the provin cial government. Essentially, it's about 1.5 to 1.7 per cent more per student, well short of what's needed, said Carla Kisko, super intendent of business for the Halton District School Board. "Our funding is essentially 1997 dollars and we're trying to buy things in 2002, so we're struggling and have been for the last four years."
