A s the regulator for fuels safety in O ntario, the Technical Standards and Safety Authority (TSSA ) investigated the inci dent and determ ined that the co n stru ctio n com p an y had failed to contact the local gas utility to identify the location o f the pipeline and approval to conduct the w ork, as required u n d er O n tario 's fuels safety laws. B efore ex cav atio n o f any sort, individuals or com panies m ust call a locate service to determ ine if there are any buried or hidden lines in the area they are about to excavate. If there are lines, the excava to r is required to obtain perm is sion from the line ow ner before conducting any w ork and to then expose the line in the m an ner required by law. T he TSSA has clear require m ents and w idely d istributes inform ation to contractors on proper procedures.
