Jack Roberts Roberts began putting up Christmas lights when his chil dren were first bom, and continued doing it every year all his life. "He did it in Montreal, he did it in Windsor, he always had a fairly elaborate display every Christmas. It was his thing. He'd always dabbled in electronics and lights and light shows," said Cam. "It's the joy it brings in people. He always loved Christmas, so it was his way of bringing Christmas joy to the eye of a child and the neighbours. Busloads of senior citizens would drive by and he i got such a kick out of it. He'd be going out to lake (he garbage out and there'd be a sea of cars and people paying tribute to him," said Judy. "He'd get such a thrill out of it." Not even ill health could deter him. "Even when he had heart problems the last couple of years, he had to put those lights up because it gave him drive. It was so important to him because of how important it was to other people. He really saw that it was his way of giving back. It was his love, his spirit and his joy that he could share with other people." said Judy. "One night I sat out in the next-door neighbours' driveway just to see how many cars came up and there were over 700 cars in a five-hour period that passed down the street and back. We had fire trucks lined up one night, we had police lined up one night, and we had police directing traffic on Christmas Eve one year," said Cam. Over the years his display grew from 1,500 lights to 5,000. "It wasn't just the lights. He had built a home computer before computers were even a household name. So it's a comput erized show. The whole house would change one colour and then another colour and then multicolours," said Judy. "Then the magnolia tree would start spin ning and then it would stop spinning, and the next segment would come on. He was an electrical wizard. He was known as 'Jack of all trades', `Mr. Fix If. and 'Q ', after the genius inventor for James Bond." He originally started with one reindeer to signify Santa's reindeer and then added one for each grandchild. "When my grandmother died, he made an angel. So then we had four rein deers and an angel, and they were all lit up in the display at the front of the house. And then 1 had another son, Jordon, three and a half years ago. So then we had five reindeers, and they were all made out of natural wood and twigs," said Cam. "He made the icicle lights one by one. And then five years later, everybody has them. But he was one of the first. He was a perfectionist. His motto was `if you're going to do something, do it right the first time or don't do it at all.' Oh, the perfec tionism. He also loved working with his hands," said Judy. * After retiring from his career in phar maceutical sales, ^Roberts became involved in both of his children's careers. "He gave us the motivation to do what we are doing in our lives. He moti vated me in developing and putting Halton Alarm Response & Protection Ltd. (HARP) on the map. He was involved with it directly. He worked with it; he helped financially in the beginning. He worked as a security guard some nights. He always wanted to be the first to do things," said Cam. "At HARP Security, we pioneered the alarm response industry. No one had done alarm response until we did it back in 1994, when we started. A year later, we needed to focus on doing something that nobody else had done. I was piloting air planes and I wanted to fly a helicopter. So he said, `well, let's see what we can do. Let's find somebody that can help us out and maybe we can put a helicopter into the business. So we bought the helicopter and financed it. Now. we're the first secu rity company in Canada to own and oper ate their own helicopter." Roberts also helped his daughter with her company, Tact Air Systems, and was the inventor and designer for the Mercury Vapor Ionizer, an air purification unit specifically designed for dental offices to remove toxic chemicals, such as mercury. "Because I am in the dental industry, I came down with condition called Fibromyalgia, and they were concerned that I've been exposed to a lot of toxic chemicals in the industry. So he helped design the Ionizer. He did it out of love for me and it turned into a bounding busi ness. For the last six years, we've been building the Ionizers and traveling all over the world, showing them to den tists," said Judy. "It's becoming the pre ferred protocol for all dental offices, and it has jump-started the business for me." Roberts was also a member of sever al clubs, including the Oakville Ham Radio Club, and REACT, the Emergency Response Radio Club in Oakville. He was a licensed security guard and private investigator for the Ontario government and the OPP; volunteered for many of Oakville's community events, including the Oakville Waterfront Festival; and campaigned for Mayor Ann Mulvale. ``He was known by a lot of people, but what touched me the most was that he was such a proud man and he kept to himself. It's going to be hard next year. He did an awful lot. He had always been around and always helped out in charity raffles. He was sort of a behind the scenes type of guy," said Cam. `The calls are coming in now and that is so wonderful. Of course, he special to us, he's our dad. But.when you hear other people say how special he was to them, 1 guess that is what it is all about," said Judy. The Minister of the Environment approved the Town's Environmental Study Report in January 2003. The report recom m ended the widening of Third Line to four (4) lanes betw een Upper Middle Road and D undas Street. The Town's current capital forecast provides phased funding for the widening to occur over the next couple of years. The first phase is to widen and reconstruct the section from Pine Glen Road to Dundas Street. In preparation for a sum m er construction start date, the Department of Public Works has prepared detailed engineering design plans for the proposed work. In addition, the Region of Halton has prepared plans to construct a trunk watermain within the limits of this project. The Region's work will be included within the Town's tender. In order to provide the public an opportunity to review and com m ent on the proposed design plans, the Department of Public Works from both the Town of Oakville and the Region of Halton will be hosting a Public Information Centre. For the purposes of discussion, the proposed wording of the question is as follows: Do you support a ban on the use of pesticides (including fungicides, herbicides and insecticides) on private property with limited exceptions fo r actual infestations of insects and diseases? This meeting will be held on Tuesday, April 29, 2003 commencing at 7:30 p.m. in the Trafalgar Room, Town Hall, 1225 Trafalgar Road, Oakville. Any individuals wishing to attend the meeting and speak to this m atter are invited to do so. Written subm ission for consideration at the public meeting should be forwarded to the Town Clerk by no later than 12 noon on April 29, 2003. If a question is put on the municipal ballot, the results of the question are binding on the municipality if at least 50 per cent of the eligible electors vote on the question and more than 50 per cent of the votes are in favour of those results. If the results are binding and an affirmative answ er receives the majority of the votes, the Town shall do everything in its power to implement the results of the question in a timely manner. The Town will be required to implement a ban prohibiting individuals from applying pesticides (includ ing fungicides, herbicides and insecticides) on private property. This would include com m on products such a s "Weed and Feed" fertilizers and insect and grub control. Limited exceptions would be permitted to ad d ress actual infestations of insects and diseases. The extent of these exceptions would be determined by Council as part of the implementa tion of the ban. The estim ated co st to implement the ban is between $100,000.00 and $400,000.00. If the results are binding and a negative answ er receives the majority of the votes, the Town will not be permitted to implement a ban on the use of pesticides on private property for at least three years following voting day (November 10, 2003). No co sts are anticipated if a ban is not imple mented. The Administrative Services Committee recom m endations resulting from the April 29, 2003 public meeting will be presented to Town Council at its meeting on May 5, 2003. Should Town Council resolve to p a ss a by-law to put a question on the ballot, the Town Clerk shall, within 15 days, give notice of the p assag e of the by-law to the public and to the Minister of Municipal Affairs and Housing. Any person or entity may appeal to the Chief Election Officer of the Province of Ontario on the grounds that the question is not clear, concise and neutral, or capable of being answ ered in the affirmative or the nega tive, by filing with the Town Clerk within 20 days after the Town Clerk gives notice of the p assag e of the by-law, a notice of appeal setting out the objections and the reasons in support of the objections.
