No matter what the issue was, Hardacre maintains that working hand-in-glove with the pub lic is what got things done. " Ward 2 residents take the time to come out to meetings, to gather petitions, to get involved," she said. "In this day and age when people are so busy, that's rare." Hardacre admits this concern can also manifest itself in people being very emo tional, so in her role as facilitator - and sometimes peacekeeper - she simply allowed them to vent, to get through their emotion, then knuckle down and get to work. Handacre's advice to her replace ment? "Don't take anything personally." Along the way, Hardacre says that she has also learned patience, especially when dealing with the often slow pace o f gov ernment. It also takes time, she added, to listen to every side o f an issue and help create solutions. "M y job is coming to the middle ground and a compromise position," she said. Adding to the mix o f her time in office is the unique character o f Ward 2 itself, which is very diverse ethnically, is home to many seniors and has a huge household income range. As a result, each o f the ward's specific geographic areas possess their own personality complete with sin gular concerns. Hardacre's choice not to run again was therefore a hard one. " It was a difficult decision because I love the job." she said. In a nutshell. Hardacre explained that she made a "lifestyle choice" in order to spend more time with her family and friends. " I absolutely love the job, but it's a very busy ward that takes up a lot o f time to address all the issues and to serve the people properly," she said, adding that given the demands o f the position, reduc ing her hours was not an option. Looking back on her three terms, Hardacre's track record includes helping secure the Y M C A expansion, working with residents to save and rebuild the popular Brookdale Pool and initiating the 14-Mile Creek cleanup project. Also close to Hardacre's heart is the ongoing revitalization o f Kerr Street. While the area's full potential may not be realized for years, she said, community involvement is strong and committed. The process o f establishing a Kerr Street B IA is also underway. " It's really on its way up. It's going to happen," said Hardacre, who was also involved in negotiations w ith the province to keep the QEW Kerr Street ramp open. One issue peculiar to Ward 2 is the prevalence o f " tar-and-chip" roads, and Hardacre was in full support o f the cur rent 10-year plan to convert streets especially gravel shoulders - to . paved asphalt. " The community helped me a lot to bring that forward," said Hardacre, who again thanked residents for their support. "There was a lot o f character growth in this job. I ' ll miss it for sure." Fair Vote Canada plans provincial campaign By Melanie Cummings SPECIAL TO THE BEAVER Members o f Fair Vote Ontario are hoping the Oct. 2 provincial election won't be a repeat o f the last. In 1999, Tory candidates won 59 o f 103 ridings, more than half, or 57 per cent o f them. However, vote for vote the Progressive Conservative party earned only 45 per cent o f the 4.39 m illion bal lots cast, or 1.98 million. I f proportional representation was in place, which is the mandate o f the non partisan Fair Vote group, the PCs should have only got 45 seats. The Liberals garnered 1.75 m illion votes in the 1999 election, about 40 per cent. But in reality the party got 14 fewer seats than the Tories -- just 35. I f the seats were doled out according to Fair Vote ideals, the Liberals would have had five more seats in the legisla ture. Mathematics aside, the PCs won, but the majority o f voters didn't want a Tory government. " Where's the logic." asks Larry Gordon. The director o f Fair Vote Canada met with 10 members o f the newly created Halton chapter Saturday to discuss ways to draw attention to proportional repre sentation. Armed with newly-printed flyers, members such as treasurer and founding member Amy Kalinowski are taking them to work, on the GO train and doorto-door. They also plan to write letters to edi tors, participate in radio and television phone-in talk shows and pose the ques tion at all-candidates meetings. " We' ve got less than four weeks to make this an election issue," said Gordon. The last time a political party won a majority o f the seats with a majority o f the votes cast was 1934. Canada has never had a proportional representation al system. But there is growing support for one. According to Gordon there are 1,100 paid members and a list o f more than 110 prominent Canadians including Ontario former Lieutenant Governor Lincoln Alexander, former Toronto mayor Barbara Hall, author Alice Munroe, and lawyer Clayton Ruby. Members also represent a rainbow o f parties. Liberals, Conservatives, New Democrats, Greens, Communists and others. According to Wayne Smith who is director o f Fair Vote Ontario, " governments reflective o f voter support are also reflective o f public attitudes to various issues." When every vote counts, electors are less likely to strategize how they choose to cast their ballot, or intentionally throw one away because o f apathy, said Smith. Ultimately, Fair Vote members want a nationwide referendum on changing the electoral system. `There's absolutely nothing cutting edge about proportional representation," added Smith. The Transportation Master Plan (TMP) will establish transportation policies and infrastructure plans for all travel modes (vehicular, transit, cycling, walking) in Oakville for the next 20 years including requirements for the North Oakville Secondary Plan. Part 1 will provide forecasts of future travel volumes for both people and goods movement and develop preliminary transportation network alternatives.
