Study says Catholic boards benefited from provincial funding formula A1) budget, unlike the public boards in Toronto, Ottawa-Carleton and Hamilton which have defied the gov ernment. The CCPA report states the Toronto public board, the largest in the province, is $544 million, $1,979 per student, below its needed funding. Hamilton is $26 million shy ($465 per student) and Ottawa-Carleton $111 million short ($1,508). At the other end of the spectrum, the CCPA says Catholic boards in general have benefited from the introduction of the funding formula to the tune of an average net gain of $50 per student per board, compared to a net loss of $875 per public school student in Ontario. Halton's Catholic board has gained $65 per student in government funding since 1997, says the study. However, that figure is grossly misleading, says the local separate school board's busi ness superintendent. "I read the report and phoned Mr. Mackenzie to respond directly to him on the point that Catholic boards fared better than public boards in Ontario," said Joe Birett. "It (Halton's $65 net gain) was not a windfall because we were told (by the ministry) where it had to be applied. It was used mostly by Catholic boards to provide additional staff to make sure we met the mandated (average) class size." Birett said Catholic boards are in the same dire straits as their public coun terparts in Ontario when it comes to stating they are underfunded in specifics areas like special education and transportation. Like the public board, H alton's Catholic board had projected a $4 mil lion spending overrun for 2002-03 but made the cuts to bring in a balanced budget. Still, Birett believes M ackenzie's overall numerical research is accurate. "I think it was a very thorough analysis of the funding that has been taken out of education. In that sense his work did a service to school boards in Ontario." Mackenzie, director of research at the United Steelworkers of America, said he made a fundamental change to how he came up with his cost-adjusted per student dollar figures for each school board. "This is the second year w e've done this.... The first time (2001) we did get some comment. She (then Education Minister Janet Ecker) said we should not have used the 2001 Consumer Price Index." Mackenzie said in retrospect he agreed with the criticism as the CPI measures only changes in the prices of goods and services while about 82 per cent of school board expenditures are on salaries and wages. So, for the current CCPA report Mackenzie used Statistics Canada data on average weekly salaries and wages to measure employment cost impacts. Mackenzie had his own criticism of the government's funding formula. "The funding formula has nothing to do with education because there are no educational principles in it," he said.
