Town practising `watchful waiting' on CN intermodal plan by David Lea Oakville Beaver Staff 15 | Friday, March 27, 2015 | OAKVILLE BEAVER | www.insideHALTON.com While a proposed CN intermodal terminal has many on edge in Milton, Oakville Mayor Rob Burton says it is too early to say whether members of this community would be impacted. On March 19, CN formally announced plans to construct a $250 million intermodal and logistics hub adjacent to its main line in the Town of Milton. The facility would be situated on the CN property bordered by Tremaine Road to the west, Britannia Road to the north and Lower Base Line to the south. According to the Town of Milton website, the proposed facility would transfer cargo containers between rail cars and trucks to move goods eastward across the Greater Toronto Area and throughout North America. The facility would be approximately 2,900 metres in length and have the capacity to handle four trains per day. It would also operate 24 hours a day, seven days a week and be visited by roughly 1,500 trucks per day. The project has generated considerable attention with 300 people packing the Milton Lions Club on Tuesday during an information meeting organized by Milton councillors. If constructed, the hub would be located just north of Oakville's northern border of Burn- hamthorpe Road West. Despite its proximity, Burton says it is too early to say whether there will be a problem. "We haven't gotten all the details yet," he said. "We don't know where the truck traffic is going to go. If you look at the road network around it, it appears to me, the logical route is across Britannia, and if that is where the trucks go, there might not be too much impact on Oakville." Burton said it is less likely the trucks would use Bronte Road (Regional Road 25) as their main route to and from the hub. "We're practising watchful waiting," he said. "This is going to be a long process. The EA (Environmental Assessment) will take a year. We will have time to consider the possible impacts." If a trucking route through Oakville is chosen, Burton said the Town does have the power to regulate what roads those trucks can use. Burton said Milton has a difficult fight on its hands if it intends to force CN to change its plans. He said there are few similarities between this conflict and the adversity Oakville faced when the Province sanctioned the building of a 900-megawatt gas-fired power plant on the Ford-owned lands of 1500 Royal Windsor Dr. Town legislation and resident outcry ultimately led to the Province scrapping the power plant project in 2010. "With the power plant, we were on very clear Constitutional grounds. It was a provincial activity and we used provincial legislation to block it," said Burton. "You don't have the same tools here." Oakville's mayor said that at the end of the day the proposed CN intermodal hub is a project of the federal government and that if people who oppose the plan do not make their voices heard, it would move forward.
