The Finance Minister sidestepped all the talk of deficits and surplus while speaking at a Liberal fundraising dinner for MP Bonnie Brown last Thursday night. Local business leaders and resi dents met with him earlier in the day and filled his head with their own budg etary suggestions -- in advance of releasing his first one Tuesday. But at the fundraiser, Manley chose instead to tell anecdotal stories from his time as Foreign Affairs Minister. "Canadians need to know what they represent around the world." Manley was approaching his first year as the Minister of Foreign Affairs when terrorists attacked the World Trade Center and the Pentagon in the United States. Canadian values, said Manley, pre vailed Sept. 11, 2001. Despite fear of terrorist attacks, the Canadian government allowed 240 planes destined for American airports to land here. Residents all over the country did just as those in Gander, Newfoundland did. A planeload of passengers from Atlanta, Georgia was graciously wel comed into the homes of residents in nearby Lewisport, for four days. The Americans expressed their grat itude to the tiny town by establishing a scholarship fund to provide local stu dents with post-secondary school opportunities. "We did what we had to do, not because we hoped (President George) Bush would thank us -- although it would have been nice if he did --but because it!s just what we do." Canadians have a natural affinity to help, said Manley. It's a national trait he heard time and again after visiting 42 countries in his 15 months as foreign minister. As proof, he related another story, this one set a world away in Kabul, Afghanistan. Manley was the first Canadian min ister in 40 years to enter the war-torn nation. A widowed woman with six children to feed, who had been forbidden to work under the oppressive Taliban regime, asked Manley to thank Canadians for keeping her family alive. A bag of wheat, lentils and jug of canola oil distributed to her monthly, courtesy CARE Canada and the Canadian International Development Agency (CIDA), has kept her family from starvation. Similar supplies kept 10,000 other widowed women and their families from sure death. "It is our shared value of commit ment toward looking after one another that makes this country very special, and unusual."
