A4 - The Oakville Beaver, Wednesday October 30, 2002 U.S.-Canada expert says country has not lost independence to war on terrorism By Dona Foucault SPECIAL TO THE BEAVER After a year of uncertainty, it appears that the relationship between Canada and the United States has returned to normal, but will Canada survive as an independent state? That was the question University of Toronto professor and author Stephen Clarkson addressed in a speech he gave to the Canadian Club of Halton-Peel, last Thursday. "My first feeling, in the months after 9/11, was that our relationship with the United States had gone back to that of the cold war era," Clarkson said to the group of about 90 people at the Oakville Conference and Banquet Centre at the Holiday Inn Express Bronte. The Canadian-American military rela tionship during the cold war was one of implicit solidarity. "By spring, I had realized that it was not so," he said. The terrorism wasn't about a threat to American soil that Canada had to deal with as a neighbour, he explained. By then the threat was being addressed on another con tinent, through a full-scale military initia tive in Afghanistan. "And once one realizes that is the issue, the questions of adopting American standards become quite differ ent," said Clarkson. And in fact, Canada proved to be a leader in many anti-terrorism efforts includ ing a 30-point plan - with roots dating back to the early 1990s - to secure the CanadaU.S. border, said Clarkson. "It's not always Canadians adopting American standards," he said. Over the last few months the Canadian government has continued its attempts to forge its own path through the American led "War on Terror" and, most recently, has been quite vocal in its dubiousness about the prospect of an American led war against Iraq. "Thirteen months later, the relationship is quite stable and has returned to normal," Clarkson said. "So the question becomes not will Canada survive, but which Canada will survive?" Will it be the more independent Canada Peter C.
