"In our survey of hiring intentions for the January/February/March period 18 per cent of firms queried plan staffing level increases, 17 percent proj ect reductions and 65 per cent expect no changes during the winter months," said Deborah Bakti, of Manpower. "Three months ago the outlook held a little more promise when 15 per cent anticipated workforce additions, while 10 per cent thought payrolls were too high. "At this time last year employers were also divided as 14 per cent predict ed personnel gains and 17 per cent reported cutbacks were planned." Employment prospects appear best this winter in transportation/public utili ties, finance/insurance/real estate and Radian on trade mission Oakville communications company in Africa Oakville-based Radian Communi cation Services Corporation is in Africa this week with the Canada Trade Mission led by International Trade Minister Pierre Pettigrew. The mission, which runs Nov. 15 26, is focusing on trade and investment opportunities for Canadian companies and advancing Canadian trade policy objectives in South Africa, Nigeria and Senegal. Radian (formerly LeBlanc and BMS) says it has two goals for the trade mission. "Our number one priority is to pro mote Radian's products and services, and to expand our business in the region," said Sabet Borairi, director of international marketing and sales."We will *also be seeking joint venture part ners for the implementation of commu nications projects in all three countries." Servicing the telecommunications and broadcast industries worldwide for four decades, the Oakville-based com pany provides integrated products and services for wireless, broadcast and wire-line networks. It also designs com munications towers and guyed masts of up to 700 metres, equipment shelters, grounding systems, and tower safety rail systems for telecommunications, television, radio, defence, security and other communications applications. According to Radian, it has supplied products and successfully completed major projects throughout Africa. As part of a new cellular network in Nigeria, Radian installed 20 self-supporting towers in Lagos, Port Harcourt and Onitsha. In Senegal, the company delivered 30 towers for Sonatel (the country's primary telecommunications company) in conjunction with Quebecbased CAN AC, which served as project implementer. Radian also supplied 40 guyed masts in Various locations throughout Mali in order to expand coverage for that coun try's National Broadcasting Company. Radian is not yet doing business in South Africa but Borairi is hopeful that will soon change. "We are currently working with the Canadian Trade Commissioner Service in Johannesburg as well as the Canadian Alliance for Business in South Africa," he said in a release. Little change in forecast: survey public administration. Reductions are planned in construc tion and non-durable goods manufactur ing, while durable goods manufacturers, wholesale/retail merchants and services firms report mixed intentions. Nationally, Canadian employers are divided over their hiring plans for the year's first quarter, as 15 per cent envi sion new opportunities, while 16 per cent foresee reductions. Another 67 per cent anticipate no changes to their workforces and the remaining two per cent are unsure of their plans. "The outlook for this year's first quarter is very similar to the rather restrictive picture painted heading into 2002," said Steve Walker, Manpower's Vice President and General Manager for Canada. "The first quarter is often one of the most restrictive hiring seasons of the year."
