"Hydro One has never had the power to set its own rates and a private Hydro One will never have the power to set its own rates," Chiarelli said Friday at an energy symposium in Oakville. Hosted by the Oakville Chamber of Commerce and Professional Engineers of Ontario (PEO) Oakville Chapter, the forum included several guest speakers and discussion groups on a variety of energy-related topics. Chiarelli said 100 per cent of the net profits from the sale of Hydro One by legislative law would also be used to improve roads, highways, bridges, transit and other infrastructure. "Our government is committed to spending $130 billion over the next 10 years in infrastructure improvements," Chiarelli said. "... and it will create thousands of jobs in the years ahead." He insisted the money wouldn't come from tax increases, new debt or program reductions. "We will ensure taxpayers and ratepayers are protected," he said, insisting all funds would be generated from sales of government assets. The provincial government decided to embark on an "aggressive" plan to sell assets such as Hydro One, the LCBO, The Beer Store and significant real estate holdings, where possible, in with was going to cost more. The 25 per cent of coal power that was replaced was done so mainly by 20 new natural-gas powered stations and other types of generation, such as water power, including the new generation stations in Niagara ($1.2 billion) and northern Ontario ($2.6 billion), Chiarelli said. "This system was desperately broken when our government came into office," Chiarelli said. "We had electricity deficits, threats of brownouts and 25 per cent of our power was generated by dirty coal." He went on to say Ontario's elimination of coal is the single largest climate change emission reduction program in North America.
