"There is a provision through the OSPCA Act where an owner can obtain their animals back, but in regard to this specific case only four animals were returned to the owner and that was to stay within the guidelines of the city bylaws, but also to ensure standards of care are being met for those animals," said Dewar. Dewar said in such circumstances, an owner must correct issues that caused the animals to be seized in order to get the animals back. This could include providing housing, providing for the general welfare of the animals and obtaining veterinary care.
