The guilt from facing a crime, cul pability, not to m ention a victim, seems to reach young minds better than the bars of a jail or curfews of a halfway house. At Thursday's Halton Regional Police Services board meeting, board members approved spending $2,400 to facilitate all this. The cash will pay to train six vol unteer civilians -- from police com munity consultation committees -- Forensic expert at Cdn. Club tonight A former forensic expert for the Royal Canadian M ounted Police (RCMP) is the guest speaker at the next Canadian Club of Oakville din ner meeting tonight. Gerald Kupferschmidt will speak on information protection and the political, moral and social ramifica tions. Kupferschmidt is a member of the Chemical Institute of Canada, the Canadian Society o f Forensic Science, and the American Academy of Forensic Science. Currently, Kupferschmidt pro vides consultation to industry, gov ernment, lawyers, insurance agencies and individuals on toxicology and general chemical, analytical and forensic programs. He worked with the RCMP from 1971 to 1985 and boasts more than 28 years of experience as a forensic tox icology expert witness. The meeting is at the Ramada Inn on Oakville Drive. There'll be a cash bar at 6 p.m. and a dinner at 7 p.m. Cost for members is $27.50 and $37.50 for non-members. Both victim and culprit must agree before they meet, face-to-face, conference-style at an agreed to location. It gives the victim the satisfaction of getting it off their chest. It makes the culprit feel bad. "Often restitution is made," said Community Policing Superintendent Dan O kuloski, who presented the concept and the bid for the one-time training cash. "If either party doesn't want to participate, it w ouldn't happen," said Okuloski. "Victims seem to want to be involved." He said the emphasis is on victims, while offenders can learn about the harms of their actions -- as opposed to going through the court system. It's a case of what's old being new again. The concept harks back to abo riginal peoples and how healing cir cles were the com m unity's means of dealing with problems. And it's sweeping the globe with its success stories. Police board chair Jack Brewer noted that banking loan disputes used to end up in court, today the standard is mediation. O kuloski said R estorative Conferencing will be one of several programs the Halton Regional Police use to address youth crime. Support for it was registered at a community forum held in Milton sev eral months ago. The program dovetails with the Youth Criminal Justice Act, which should be adopted by Parliam ent shortly. The new Act calls for a range of com m unity alternatives prior to a youth being sentenced for non-violent offences. More obligation is being put on communities, rather than courts, to deal with non-violent youth crime. R estorative Conferencing w hile popular elsew here, has not been proved to be cost effective locally, or effective -- board members will get a report card next year. "The jury is still out, byt the cost is timeless, it's a one-time investment for training," said the superintendent. "Some criticize that it's a soft approach. I don't think it's s o f t... to be confronted by your victims and told how they feel. That's not easy," said Okuloski. I t's also very easy on police resources. Those involved would be volunteers. "I t's a chance for some very m eaningful volunteer work. Work that has some oomph to it," said Okuloski. R estorative Conferencing can be used for any age group and Okuloski said interest in it has come from the local school boards, the hospitals, and elsewhere. Foster homes sought for guide dog puppies The Lions Foundation of Canada urgently needs volunteer foster families for their puppies. The Lions Foundation is a non-prof it, charitable Canadian School that trains dog guides for the blind (Canine Vision Canada), the deaf (Hearing Ear Dogs of Canada) and those living with physical and medical disabilities (Special Skills Dogs of Canada). When the foundation's puppies are eight weeks of age the go live in foster homes until they are about a year old. The foster families are volunteers who provide homes for the puppies, and teach them proper house manners and basic obedience. The puppies are socialized by exposing them to many different situa tions, experiences and people. Ralston Purina Canada Inc. donates food for the puppies and the foundation covers routine medical and veterinary expenses. Regular assessments evaluate the progress of the puppies until they are about a year old when they are recalled for training, and assigned to one of the three Dog Guide programs. Upon successful graduation of the training program, the foster families are invited to the graduation of the Dog Guide Team, and given a photograph of the graduating team. The proposed upgrades include a small expansion to the existing building to house a new generator, replacing two existing pumps with two new larger capacity pumps, and replacing an existing underground diesel tank with a new above ground tank. The project is being planned under Schedule B of the Municipal Class Environmental Assessment, 2000.
