The maximum security complex, which took almost three years to complete at a cost of $89 million, occupies 29,200 square metres of new construction and has the capacity to house 1,500 inmates. "This facility introduces a new era in Ontario correc tions and is a significant step in moving from old, ineffi cient jails to modem, safe, no-frills institutions that rep resent a responsible use of taxpayers' dollars," Ontario Correctional Services Minister Rob Sampson told reporters at a press confer ence held inside the new facility, Thursday. Inmates from both sec tions of the complex will be housed in the four new units, designed as pods. The old facility will be constructed to a retro fit. The pods are self-con tained, 192-bed units in which male inmates spend their days. Each pod is divid ed into eight "slices" -- six living units consisting of 16 cells (two inmates per cell) eight tables and a showering area, an outdoor yard and a hallway for laundry and health care facilities. The design is similar to the West Valley Correctional Centre in California. The design will also be featured at the new Central North Correctional Centre in Penetanguishene and Central East Correctional Centre in Lindsay, which are currently under construction. A separate area for females has yet to be built. The visiting area can occupy up to 25 people. Three separate no-contact visiting rooms are set up with a metal stool and phone on both sides of the window. A video remand monitor is set up for inmates wishing to speak to the judge over the monitor instead of travelling to the court house. This sys tem isn't currently in use in Halton. Two staff members are on duty 24 hours a day in the central control area and monitor five different com puter systems. One hundred and sixty-eight cameras are located within the complex, except in the individual cells. Keeping the inmates in one area and not having to transport them to other areas of the complex makes the facility more effective, Sampson added. In December of 2000, the legislature passed the Corrections Accountability Act, a law that requires inmates to remain drug and alcohol free and actively participate in programs to earn the privilege of early release.
