Sunday, March 18, 2001 Oakville Beaver Weekend Teachers' union executive calls checks a head tax (Continued from page 1) executive member said the province's requirement is just another attack on the school sys tem. "If they're going to bring this in, there should be some kind of consistent policy that's really based on safety. They should have one that especially includes volunteers," said Jim Douglas. "This is not based on safety." He called it a "head tax", not ing staff will have to pay for the background checks. Douglas noted new teachers are required to have background checks and this is done with other professions. "To my knowledge, no one has ever been subjected to retroactive police checks," he said. Douglas said parents know the education system is worse off than three years ago. "Everything the government is doing is a smokescreen to cover up the fact they've badly mis managed the school system." Gardiner said school boards must comply with the checks now that it's aprovincial regula tion. It will become part of the board's safe school policy, she added. The chair was not sure if the requirement will be challenged. "I think staff and teachers want safe schools as badly as anyone else." Gardiner said it will be inter esting to see if background checks are required of school volunteers. "If we ask them to pay the cost of background checks, it will impact the number of vol unteers we'll be able to attract." Gardiner said the board may consider screening volunteers, although there is no concrete plan yet. Cost of staff background checks will be borne by individ ual staff members, said Gardiner. In Halton, checks relating to employment, immigration or adopting a child cost $30. Checks for volunteer work cost $15. The person who needs or wants the background check must request it. Then they must present two pieces of govern ment identification and fill out forms at the police station.
