www.insideHALTON.com | OAKVILLE BEAVER | Friday, August 14, 2015 | 4 Powder found by officers responding to 911 call: police continued from p.1 Murray said a man called police to say his friend was unconscious. When uniformed officers arrived, a third man, who happened upon the scene, stopped to assist the person lying on the ground beside a vehicle in a parking lot. A white, powdery substance was found under the vehicle, said Murray. Based on a discussion with the friend who made the 911 call, Murray said it's believed the men had been smoking fentanyl. One man was taken to Oakville Trafalgar Memorial Hospital (OTMH) where he was said to be conscious last night. He was released from hospital early Thursday. Police allege one of the individuals had posted an online advertisement looking to purchase fentanyl and the other responded. If the substance seized by police is indeed fentanyl, Murray said it would be the first time in his 14 years with Halton police, nine of them with the drug squad, that he has heard of someone in the region overdosing on fentanyl. Considering its strength and the potential for side effects and addiction, it isn't intended as a first choice for pain management. Fentanyl is only available in Canada on a prescription basis, usually in the form of a slow-release medicated patch. "The patch can be manipulated to be smoked or chewed," for a more potent impact, resulting in 72 hours worth of strong pain medication be- When used incorrectly or abused, fentanyl, in any form, can pose significant health risks. Fentanyl is a highly-potent drug and is many times more powerful than other opioid drugs. Abuse or misuse can lead to death, even in small amounts. Health Canada Acting Insp. Dave Stewart ing absorbed quickly by the abuser's body in "an uncontrolled way," said Murray. Health Canada says that reports suggest an illegal form of fentanyl in powder form is being abused, mixed with street drugs such as heroin, or being pressed into pills and made to look like legal Oxycodone, before being sold on the street. Fentanyl patches can sell for $200-$250 each on the black market, said Halton police Acting Insp. Dave Stewart. In a joint statement released Thursday, Health Canada and the Public Health Agency of Canada said they are "deeply concerned about recent reports of an increase in overdoses and deaths in Canada due to the illicit use of fentanyl." The agencies cited a recent report from the Canadian Centre on Substance Abuse indicating as many as 655 Canadians may have died between 2009-14 as a result of fentanyl overdoses. The website, Vancouver 24 hrs, reports there were 12 fentanyl-related deaths in B.C. from July 7-Aug. 7, 2015. "Health Canada's Drug Analysis Service labs have also been detecting fentanyl more and more often in street drugs being sent to them for testing by law enforcement," added the statement from Health Canada and the Public Health Agency of Canada. "When used incorrectly or abused, fentanyl in any form can pose significant health risks. Fentanyl is a highly potent drug and is many times more powerful than other opioid drugs. Abuse or misuse, even in small amounts, can lead to death. "There's no such thing as a safe street drug. Even a small amount of fentanyl can have very serious consequences when not used properly. When you're dealing with a street drug, you have no idea how it has been made or what's in it," said the Health Canada statement. Fentanyl is 40 times more powerful that heroin and can be 100 times more potent than morphine, said Murray. Police agencies like Halton are focusing on how to combat the illegal sale, misuse and abuse of fentanyl, he said. The prescription painkiller OxyContin was the drug of choice for many users and abusers. However, since it was de-listed by the Ontario government from the province's drug benefit program in 2012 and replaced by the less potent and more tamper-resistant OxyNEO, attention has turned to fentanyl. "OxyContin is harder to get. OxyNEO is not as strong so people are turning to fentanyl," said Murray. That's why locally police are working with pharmacists to try to get the people prescribed fentanyl to return their medicated patches once they have been used. "It's a community response mobilization issue," said Stewart. "This isn't something that can be solved by enforcement.
