Lone councillor dissents continued from p.8 Town staff noted the commissioner is paid on a case-by-case basis and does not collect salary. Knoll asked Town staff to better define what constitutes an official town social media site. Jane Courtemanche of the Town's strategy, policy and communications department, said the Town's social media guidelines apply to Town staff and members of council, but described them as tips that should be taken into account as social media blurs the line between what is a statement made by a private individual and one made by a public official. The majority of Town council ultimately ruled against continuing with the integrity matter. Ward 1 Town and Regional Councillor Sean O'Meara, who brought the motion forward, said there was not really a point in the inquiry proceeding as Burton has already admitted to making a mistake and had apologized. "While I do understand the gravity of this situation, I think we have wasted a lot of time talking about this issue. There is a lot of work that needs to get done in this town," he said. Knoll said the mayor has been tried and convicted in the court of public opinion and argued that is enough and it is time to move on. He said everyone makes mistakes and does not believe $11,000 should be spent to further focus on that mistake. Ward 4 Town and Regional Councillor Allan Elgar noted Burton comes from a military family and is not against the veterans or the military. Ward 4 Town Councillor Roger Lapworth noted that if residents are truly upset about the mayor's tweets, they will have the opportunity to make their feelings clear during the next municipal election in 2018. Gittings said he could not support the motion. "I have no doubt of the mayor's remorse and that his apologies were heartfelt," he said. "But given the broad coverage generated over the matter, and the overwhelming feedback from residents regarding the issues related to social media guidelines and conduct as it relates to Oakville's image, as well as real or perceived conflicts, I believe in the interest of transparency and to provide future clarity that this matter should be decided upon by referring it to our integrity officer for his opinion as to whether the inquiry is appropriate." Gittings turned out to be alone in this opinion on council. On his blog Brennan said the council decision was "no surprise." Burton declined to comment on the outcome. During the meeting Brennan said he took issue with Town council screening the complaint, stating the matter should go directly to the integrity commissioner. Grant has requested Town staff report back on how other communities handle these kinds of complaints. Town staff said policies are in compliance with existing legislation. 11 | Friday, September 25, 2015 | OAKVILLE BEAVER | www.insideHALTON.com Join Us for a...
