Oakville to speak up on autism program changes by David Lea Oakville Beaver Staff 5 | Thursday, May 12, 2016 | OAKVILLE BEAVER | www.insideHALTON.com The Town of Oakville is preparing to add its voice to those calling on the provincial government to do better with regard to its policies concerning the treatment of children with autism. Oakville Mayor Rob Burton recently announced that during the Monday, May 30 council meeting he would bring forward a motion. According to a tweet by the mayor, that motion will be requesting the provincial government to amend its policy on Intensive Behavioural Intervention (IBI), an intensive and popular treatment program for children with autism. Liberal government announced changes Last month, the Liberal government incited a wave of protests from the parents of children with autism when they announced a new $333-million Ontario Autism Program, but with changes that include limiting IBI to children between two and four. The IBI wait list currently sits at 2,000 and under this policy families with kids five and older on the IBI wait list would get a onetime payment of $8,000 as they are cut off the wait list. In the May 30 proposed motion, Burton says he will state that this policy change is akin to "abandoning thousands who have been wait-listed for years." The motion calls on the Province to amend its policy to one that will allow all children on the current waiting list to receive the IBI services promised them. It also directs the Province to remove the age limit for IBI therapy and replace it with a program that provides ongoing IBI services based on need and individual development, not age. The Province was also asked to move to a Direct Funding Offering (DFO) model where parents directly receive funding to get their children treatment. Burton's motion noted the Auditor General of Ontario has identified this model as being less expensive than Ontario's Direct Service Offering (DSO) model. Parents protested Recently, when Ontario Premier Kathleen Wynne was in town to address the annual general meeting of the Ontario Chamber of Commerce, local parents, upset at the autism treatment changes, showed up to voice their displeasure to the premier and Ontario Labour Minister and Oakville MPP Kevin Flynn. The residents carried placards that read `Autism doesn't stop at 5.'
