The report takes a closer look at the role commissioning could play in re-orienting a system, which Chamber staff say too often operates in response to budgetary pressure. Commissioning, it said, allows public and private sector perspectives to be in conversation much earlier in the decisionmaking process. It noted commissioning is a way of focusing the health-care system on outcomes for patients rather than inputs from providers.
