This survey found while 91 per cent of respondents support municipal investments in facilities and programs, such as the Oakville Centre for the Performing Arts and Oakville Galleries, residents are split about willingness to pay increased property taxes to fund cultural investments. A small majority of 55 per cent support the idea, but only 10 per cent would definitely be willing to pay additional property tax. By contrast, the survey found 45 per cent of respondents opposed, including 23 per cent "definitely not willing" to pay additional tax. For the scenario where investment is possible, a riverfront park and trail was found to be the most popular option with 95 per cent of those surveyed supporting that idea. A slight majority (53 per cent) favoured renovating aging cultural facilities as opposed to replacing them. Having digested this information, Town staff is recommending the DCH be reinvented as a scalable, incremental project that will reflect public needs and expectations and address concerns over costs. "This will require staff to complete additional work to understand how to best move forward with the development of a revised long-term plan," said Clohecy in the report. "However, based on the results of the public survey it is recommended that this plan should include the delivery of a riverfront park as its first priority for moving forward as it already has significant public support." Moving forward Clohecy recommends the project roll out in two phases. Between 2017 and 2020 some of the recommended actions by Town staff include: · Determining how to achieve a riverfront park and outdoor event space as early as possible; · Identifying a new plan for the downtown library based on the needs identified through the Library Strategic Plan; · Undertaking a theatre feasibility study with design concepts, which will help to inform council on practical, cost efficient options for the theatre with an optimum schedule going forward; · Identifying opportunities for the redevelopment of the fire hall, post office to generate revenue to support DCH projects; · Identifying opportunities for the incremental implementation of the art gallery, parking spaces and digital hub space in the downtown. Between 2020-24, Town staff recommend the creation of a downtown riverfront park (parkland and event space) on the broader Centennial Square site; the identification of potential theatre renovations to meet short-term needs and potential theatre redevelopment to meet long-term needs; the implementation of a new downtown library plan; and the realization of potential revenue from redevelopment to fund DCH projects.
