Balanced budget She noted Ontario will soon table its first balanced budget since pre-recession times, touting it has done it without cutting services and without raising middle-class incom e taxes. Wynne discussed the matter further during the Q-and-A, noting the government is on track to eliminate debt in 2017-18. The debt-to-GDP ratio is hovering around 40 per cent currently, with the government committing to reduce it to 27 per cent. Ontario programs offset hydro costs Rising hydro costs was brought up again during the question-and-answer period, which featured Oakville Chamber vice-chair Tim Caddigan as moderator. Responding to what the long-term solutions could be, Wynne said the government hasn't found all the answers at this point, but mentioned it has done a number of things to offset prices including the Industrial Conservation Initiative (ICI).
