Provincial legislation will prob ably loom large when Halton District School Board officials and secondary teachers continue bar gaining on Aug. 24th. No talks are scheduled until late August because representatives on both sides are on holiday. The cur rent contract expires Aug. 31st. "Bill 74 regulations have tied our hands with instructional time and funding dollar increases for the secondary panel," said Michael Ellis, the board's acting chair. The bill makes extracurricular activities mandatory for teachers. Previously, teachers have voluntar ily offered after-school services like coaching, providing extra aca demic help, supervising school bands, drama and other activities. Ellis said the provincial funding formula will also require boards to ask secondary teachers to handle classes seven classes per year instead of six. "A lot of boards did not comply with the seven classes out of eight requirement last time," he said. "But boards will have to stand firm on instructional time now." The extra class requirement was a key issue in 1998 contract talks. It was staunchly opposed by teachers who noted it would cut preparation time, increase work loads and make it difficult to han dle extracurriculars. Ellis said classroom time and mandatory extracurriculars will likely be concerns province-wide and not just in Halton. "Both sides understand these issues are being driven by the gov ernment funding formula and Bill 74," he said. "Both sides realize it's an awkward situation and w e're going to do our best to resolve it within the guidelines set out." So far, secondary teachers have sent a proposal out and received a response from the board. "A lot of housekeeping issues and contract language have been dealt with," noted Ellis. "We've taken a lot of small stuff off the table, so we'll be able to focus on the major issues." The acting chair said there's no indication of secondary teachers taking a job action, but it's proba bly to early too tell. Prior to the 1998 contract set C r a ft s h o w tlement, teachers handled the sev enth class, but refused to do extra curriculars. They also held a fullscale one-day walkout and the board closed schools that day. Secondary teacher representa tives could not be reached for com m ent about the current con tract situation. Several weeks ago, the board reached a settlem ent with its ele mentary teachers. The board is also negotiating w ith its psychologists, speech therapists and social w orkers group. The two sides in those talks are slated to m eet again Aug. 29th.
