Police m ake 185 arrests in anti-violence campaign by Graeme Frisque Metroland West Media 3 | Thursday, February 2 , 2 0 1 7 | The Halton Regional Police Service (HRPS) took a bite out of violent crime across the region during a three-month anti-violence campaign that wrapped up Dec. 31. Part of a multi-agency initiative called the Provincial Anti-Violence Intervention Strategy (PAVIS), Halton police made 185 arrests and laid 243 criminal charges between Oct. 1 and Dec. 31,2016. The initiative was funded through a grant from the Ministry of Community Safety and Correctional Services. In a release sent Tuesday (Jan. 17), HRPS said the arrest were a result of "enforcement of violent offenders, risk intervention, crime prevention and collaboration with community partners in social development." "Repeat offenders, high risk individuals and those bound by court orders have an opportunity to change their behaviour and lives. Unfortunately, in some instances these Deputy Chief Nishan Duraiappah individuals pose a continued risk to community safety," said Deputy Chief Nishan Duraiappah in the release. "Police enforcement in conjunction with emergency response, risk intervention, prevention and social development has made this unique initiative a success." HRPS said it partnered with community stakeholders, using strategies which included increased police presence on evenings and weekends, court order compliance checks, collaboration with partners on sentencing matters, as well as dedicating resources to pursue arrest warrants, all with a focus on combatting recidivism. Police said PAVIS "patrols" were strategically deployed across the region throughout the campaign and were able to quickly respond to calls involving known offenders. "Numerous offenders were arrested prior to or during the commission of a criminal offence. PAVIS initiatives in the area of risk intervention involved specific follow-up with recidivists who were actively breaching court imposed conditions," said HRPS. The force also made arrests with the help of police in other jurisdictions including New Brunswick, Nova Scotia and Montreal, with all accused being returned to Ontario to face the charges in court. During the campaign, Halton and Montreal police services set up an exchange program which led to the arrest of 19 known offenders including 10 in Ontario. With a big focus on prevention, HRPS said some initiatives involved collaboration with probation and parole officials, as well as the Crown Attorney' s Office to develop strategies to address recidivism after offenders are released back into the community "A community services guide was provided to every prisoner in HRPS custody prior to their release," said police. "Proactive checks were conducted to ensure compliance with court imposed conditions. A Post-Conviction Sentencing Committee was formed between HRPS, Probation and the Crown to improve communication in regards to conditions placed on offenders during sentencing." Other aspects of the program included the creation of a database to identify wanted individuals and those facing conditions of release, as well as a resource guide for parents or guardians of young offenders.
