More time is needed for the GTSB to gel before it can get to work on planning issues, offered Halton Chair Joyce Savoline. "I think the GTSB is still in its infancy, trying to find its legs," she said. "Until there's more of a team effort, giving it the responsibility for the most important thing we do is premature." Efforts should be made to link local planning initia tives throughout the province, said Oakville Councillor Keith Bird. "It seems to me the sys tem has the planning at the local level, but it doesn't connect," he said. Gridlock is a symptom of improper planning, he noted, and called for province-wide guidelines to help deal with the crunch. "I've been dealing with it for, I hate to say it, 25 years and I still don't know who's on first," said Bird. "We end up trying to do it backwards and blaming each other." That made sense to Burlington Councillor John Taylor. "I believe strong region al, city or town plans that reflect the desire of the peo ple who live there are para mount," Taylor said. "But that isn't to say there should n't be an overall vision that the local plans have regard for." Maclsaac agreed a central plan is needed, but argued that the GTSB is the one to design it. "He (Mr. Bird) is sug gesting that perhaps the province can do it," he said. "I'm suggesting the GTSB can do it." Constant downloading over the years has left the province incapable of deal ing with complex local issues, said Maclsaac. "They don't have the wherewithal or the expertise to understand what's hap pening in the GTA," he said. "It's beyond them. They simply don't understand anymore." He felt the GTSB would have more success because it's made up of representa tives from the affected areas. What committee mem- bers did agree on is the importance of traffic issues to residents. Politicians seem to be stalled on gridlock, noted Oakville Councillor Kevin Flynn. "It's like the em peror with no clothes on. We have a problem with no solution," he said. "There's a lot of people running around look ing busy but we refuse to admit that no one I've heard has a solution." Flynn appeared doubtful that the GTSB will make much headway on the issue. "I try to be the eternal optimist because I hear opti mists live longer," he said. "But I think a hardened cynic would think the GTSB was set up to fail. My own feeling is this will never work." Oakville Green president wants Ward 4 Regional Council seat Vowing to keep Oakville "green, clean, safe and financially sound," Glen Abbey resident Allan Elgar has announced his candida cy for the Ward 4 Regional Council seat. Elgar said he is standing for office because " 'm ore of the same' is no longer good enough for Ward 4 and for Oakville and the Region, especially in north Oakville where urban sprawl and growth are looming as clear and present dangers to the quality of life in our commu nity." In order to ensure Oakville remains an ideal place in which to live, work and raise families, Elgar says the focus must shift away from the wishes of developers and toward the needs o f resi dents.
