In addition to residents, Flynn said every business category, from mom-and-pop operations to medium-sized operations, would benefit from the cuts. Larger companies would benefit from electricity conservation and incentive programs, he added. Flynn said the cuts would begin in June and would apply to every resident and business owner. People with low incomes would receive even greater reductions to their electricity bills. The Province will also launch a new Affordability Fund, enhance the existing OESP and Rural or Remote Rate Protection (RRRP) program and provide on-reserve First Nations households with a delivery credit. Flynn said rate increases over the next four years would be held to the rate of inflation for everyone. The proposal was contingent on funding from the M inistry of Education. In July 2 0 1 6 , the Board subm itted this proposal for consideration during the 2016 Capital Priorities Grant. Although the M inistry did not approve the proposal for the 2 0 1 6 Capital Priorities Grant, th e ir response encouraged staff to `pursue more cost effective solutions to address the reduction of surplus pupil p la ce s'. The Halton Catholic D istrict School Board has resubm itted the original proposal requesting full funding to consolidate St. James Catholic Elementary School and St. Joseph Catholic Elementary School, as well as an alternate funding proposal seeking partial funding from the M inistry and approval to fund the rem ainder of the proposed new school through the Board's proceeds of disposition.
