"Sometimes hospitals don't know what to do with the money when they have it," he noted. "I believe that a breakthrough (in cancer research) will come through a committed young doc tor, so I decided to form a foundation where I control where the funds go." Although breast cancer research and support services were the initial focus of Dr. Dhawan's foundation, he has sup ported a variety of worthy causes includ ing juvenile diabetes, a disease from which his youngest son suffers, and the Toronto Hospital for Sick Children which will receive a donation this year. He has also donated funds in the past for relief efforts during the disastrous Quebec ice storm of 1998. The official, stated purposes of the foundation are three-fold: the advance ment of education, the support of activi ties and causes beneficial to the commu nity and miscellaneous puiposes such as charitable donations to religious bodies when its objectives serve the public good, such as performing pastoral and missionary work. Sheridan president Sheldon Levy and development officer Terrence Spearin plan to submit a proposal detailing two or three projects from which Dr. Dhawan can choose. One such project of potential interest, he says, would involve a joint effort by the graphic design school at Sheridan and the Toronto Hospital for Sick Children. The project would seek to aid communication with multilingual fami lies by providing access to information through graphic design. Whether in the field o f medicine, education or religion, Dr. Dhawan says the goal is to "see something happening with the money" . "I want to know the dollars are going where they should," he stresses, adding that he is considering supporting a pro ject through World Vision in his native India, but he would first want to go over personally and check things out. In addition to administering the char itable foundation, Dr. Dhawan said he would also be interested in starting a local chapter of the American group "M en's Crusade Against Breast Cancer". Not included in the report, but floated by Cousens at Friday's press conference, was the idea of Oakville and Burlington merging as one city. Again, Mulvale is open to sugges tions - even if only to generate discussion - but said that all parties must understand the history of Oakville's re-drawn boundaries before looking to the future. A case in point is the portion of the old Ward 1 which was assumed by Milton when regional government was imple mented in 1974. Written by Mississauga city manager David O'Brien, the mayors' report says taxpayers could save as much as $100 million a year under the plan. That figure sounds good and would provide leverage with the province, says Mulvale, but first such numbers must be validated before going to Queen's Park. For years Mulvale has reiterated a 1997 Council resolution that says, in part, that any municipal reform must result in more accountable, transparent government, enhanced customer service and financial economy. Now is no differ ent, she said. 1 The mayors group also envisions a new role for the Greater Toronto Services Board and their report suggests the GTSB set service standards and poli cy for the 905 municipalities on transit, social services and housing, regional roads and waste management - but not actually deliver those services. Instead, the newly created cities would operate buses, trash pickup and other responsibilities. Broader services such as garbage landfilling, severs and water could be handled by the GTSB, with the municipalities being levied for costs, the report says. Mulvale says that as the GTSB grad ually evolves, she sees a diminishing role for, and possible redundancy of, regional governments.
