Late last month (Aug. 22) Dr. Rick MacDonald took to social media Tweeting "No NICU (Neonatal Intensive Care Unit) beds tonight anywhere except maybe Ottawa; my chief sends us this notice with a "Good Luck," which echoes around the province." MacDonald, who has served the community as a pediatrician for 27 years, following a residency at the Hospital For Sick Children and a neonatal intensive care unit fellowship in the Mount Sini SickKids program, said the Tweet came after he received a notice that the level three NICUs in the Province of Ontario were undergoing a significant bed shortage. "That included Mount Sinai Hospital, the Hospital For Sick Children, Sunnybrook Hospital and McMaster University Centre," said MacDonald. "All of which were either closed or restricted." The Neonatal Intensive Care Unit provides care for babies who need special attention due to complications like a preterm birth. The units also help babies born with low birth weights, breathing difficulties, low blood sugar or who are struggling with an infection. According to the Mount Sinai Hospital Dr. Rick MacDonald | Twitter photo website 1,100 babies are admitted to that hospitals Newton Glassman NICU each year. MacDonald noted while the staff at a place like Oakville Trafalgar Memorial Hospital (OTMH) can safely deliver and stabilize a premature baby or a baby with critical health issues -- they do need NICU beds at pediatric centres like the Hospital For Sick Children to send these critically-ill babies to so they can be helped by experts in the neonatal field. When no NICU beds in the area are available that is when things can get difficult for families already going through a traumatic ordeal. "When you tell parents their baby is sick, but it has been stabilized and must be sent out to a pediatric centre, that' s already scary enough. It' s worse when you have to tell them there are no beds available at the present time," said MacDonald. "On Tuesday night of last week (Aug. 22) the possibilities were that the child would have to go to Ottawa or possibly out of province." MacDonald said in the past when no local NICU beds have been available these critically ill babies have even been sent to Buffalo, New York. He said there is a real possibility this could happen again if action is not taken. Ontario Ministry of Health and Long Term Care officials confirmed some NICUs are facing an unusual "surge," in critically-ill babies, but emphasized the situation is temporary and that they are working with the Local Health Integration Networks (LHINs) and affected hospitals to take immediate action. "This is a fluctuating situation and hospitals are working closely and in coordination to manage these pressures," said Mark Nesbitt, Ministry spokesperson. "The NICU situation continues to show improvement since last week, this is consistent with the fluctuating nature of patient flow." Nesbitt says there is no single cause for the sudden increase in babies requiring highly specialized care. He pointed out that so far no babies have needed to be sent outside of the province. "The situation is stabilizing," said Nesbitt Sept. 1. "While we know there is always more work to do, investing in healthcare is a top priority of our government. That's why as part of the 2017 Budget, we are investing an additional $518 million in all public hospitals, a 3.1 per cent overall increase to the hospital sector, to improve patient access to care, reduce wait times, and improve the patient experience for all Ontarians at their local hospital." He said the Ministry is monitoring the situation and will increase NICU capacities as necessary. While MacDonald said he is optimistic the right people are now listening, he pointed out on Aug. 28 there were still issues at McMaster University Centre because its transport team, which picks up sick babies from other hospitals did not have enough nurses. He argues ultimately this is a government funding issue, which needs to be resolved to expand the capacity of the NICUs at these children' s hospitals. "They have pared down things so much and have gotten away with it in the past and have been able to send babies to other units within the metro area, but for this cycle this wasn't a possibility," said MacDonald. "There is a need for government funding, not just for beds, but for nurses. Nurses are critical to the running of a NICU. They look after the patients. "This is not a re-zoning application. We are just applying for SPA (site plan application) and Town staff are responsible for making sure our development is appropriate. Parkinson' s affects more than 1 0 0 ,0 0 0 Canadians, a number expected to increase substantially in the coming years, with 25 Canadians diagnosed each day. Parkinson SuperWalk raises funds and awareness on behalf of all Canadians living with Parkinson's. Walks are held in com munities throughout Canada. The Oakville walk will be at Oakville Place Mall. "Events like Parkinson SuperWalk enable us to deliver m uch needed services within the community and fund research into im proved treatments and a cure," says Amanda Stanton, Manager of Events and Partner ships, in a press release. SuperWalk is also a vehicle for community members to come together and raise aware ness for Parkinson's. Meyer will be attending his second Super W alk this September. He will be walking in mem ory of his father, who was diagnosed with Parkinson' s 30 years ago. "SuperWalk is a great cause. My father suf fered from Parkinson' s disease and it made me realize the importance of giving out to BEAVER i . 2d H U B H £ h how to help others." The Meyer family also volunteered this past April to sell tulips for Parkinson's Awareness Month. Along with his willing ness to help people with Parkinson' s , Meyer expresses hope and a positive outlook. "Stay positive and be involved. Medical advancements have taken place and will continue to take place. Hopefully with con tinued fundraising and medical advance ments, we can overcome this," says Meyer. Support available For people recently diagnosed with Par kinson' s and their families, it can be very dif ficult to cope. Meyer said that when he was younger his dad kept his diagnosis from him and his sib lings. He didn't learn about his dad' s diagno sis until years after. "We noticed things were different, and always wondered about it," adds Meyer. "W hen he finally told us, it was a huge sur prise. We weren't aware of Parkinson' s , we didn't know what it m eant". Meyer encourages others to get the sup port they need. Community and support services are available for people with Parkin son' s and their families. "Nobody can believe we got him from the shelter," says Susan. Before Oliver, the couple owned another dog for more than 16 years. When their dog passed away, they said the house just felt empty. They turned to OMHS to adopt another dog -- and are very happy with the outcome. The adoption process usually takes about two-and-a-half weeks, and involves a survey to ensure the adoption is successful, said Znidarec. Through the adoption process, Znidarec says OMHS helps people find the perfect pet, one that fulfills their expectations, and suits their lifestyle. "We want them (the animals) to find their forever home," says Znidarec. "There are lots of dogs and cats at the shelter waiting for adoption." The shelter cares for many breeds of dogs, including puppies, adds Znidarec. Oliver has been living with Susan and Gord for about three months. "We're happy with him," says Susan. "It' s worth the wait." Although Oliver is a high-energy dog, he is going to obedience class and is adjusting to his new family. "He listens a little bit more every day" adds Gord. Audra August and her 11-year-old son Carter also had a positive experience adopting a family pet at OMHS. The family had been thinking about adopting a dog for about a year, says August, adding that Carter was asking for a dog, too. August was looking at the animals for adoption on the OMHS website and saw Chico, a 10-yearold teddy bear Shih Tzu mix that was looking for a forever home. Unknown to August, Carter was visiting Chico at the shelter, making donations to OMHS with his allowance. "He was my favourite dog there," adds Carter. "It was so meant to be," says August. "Chico has been such an amazing dog." Like Oliver, Chico' s original owner passed away. Chico was adopted by another family but went missing in Algonquin Park. An Oakville family that was camping in Algonquin Park, at the time, saw Chico wandering alone and decided to bring the dog home and to OMHS. Although Chico is older, August says he came with a lot of training and has been a good fit with their family. Chico does have mild arthritis, something August says they are aware of and are monitoring. "We just adore him," she says. "He' s settled right in." "There are so many dogs that need a home," says August. "The humane society has been phenomenal." The Mutt Strutt and Fall Fair goes from 9 a.m. to 1 p.m. The event features a family-style two-kilometre pledged walk for the animals, children' s activities, vendors' market and dog agility demonstration. MacDonald noted while the Province is attributing a "surge" in critically-ill babies, the NICU bed shortage has really been happening on a smaller scale for years. "I dealt with this as a fellow back in 1990," he said. "It is only getting worse with the government cutbacks." MacDonald emphasized OTMH is not experiencing the same problems as the children' s hospitals. He said Aug. 28 the Oakville eight-bed NICU was looking after 10 patients, however, all were safely taken care of because of the number of nurses present. "Our hospital is doing what it needs to do and it is doing it extremely well," said MacDonald. He noted he was surprised by the attention his Tweets received and the support they have garnered. He attributes the reaction to the reality that NICU bed shortages is not a local issue, but a national one with similar problems recently reported in the Maritimes, Alberta, Manitoba and British Columbia. Unfortunately, fee-inflation for these high-tuition programs is increasing the fastest, leaving stu dents with a far greater debt load. No young adult with the motivation to con tinue their schooling should be blocked from achieving their goal because of financial con cerns. However, funding a post-secondary education is an issue for many. An easy response would be to have students' parents pick up the costs. This is not always fea sible and currently parents' contribution only amount to 25 per cent of the cost of a post-sec ondary education. Educational funding comes from other sources including: 31 per cent from student jobs, 20 per cent from government loans, and 14 per cent from scholarships, grants, and bursaries. Registered Educational Savings Plans (RESPs) were put in place to encourage parents to save for their children' s post-secondary education. A gov ernment grant and tax incentive were meant to be the motivation. Unfortunately, many families do not contribute to a RESP. Co-op programs have become popular; where students have a certain number of work terms in cluded in their academic program. Apart from being financially helpful, they of fer an excellent combination of schooling and practical work experience which, in my opinion, greatly enhances the learning experience. Career guidance should be offered in high school starting in Grade 9. Graduating with a wonderful degree that has no practical use should be explained, and understood, before stu dents leave high school. Politicians would be encouraged to have a con versation with Canadians about the role the gov ernment should play in financing post-secondary education. It is socially responsible as well as fis cally shrewd. Other countries have realized this. There are a number of European Union (EU) countries that offer free college to their residents, including Ger many, France, and Sweden. In the U.S. tuition-free colleges are gaining ground in many states that believe college edu cated students create a strong workforce. In Canada, a strategy to invest in four more years of free education could see the govern ment collecting added tax revenues for decades to come from a more educated workforce with higher incomes. This is a winning strategy. Education is a cornerstone of our society and one of the principal foundations of economic success. If so, you'll be pleased to learn that it's actually a healthy habit that may help improve concentration and lead to better grades. However, this doesn't mean you should listen to whatever you want, whenever you want. Most sp ecialists recommend listening to soothing instrumental m usic for increased learning. C la ssi cal m usic is particularly effective at creating a study environment for ta sk s that involve logic, planning and critical thinking; Mozart's famed piano concertos and Beethoven's Fur Elise, for instance, are excellent choic e s for revising mathematical equations. The sam e goes for the baroque sounds of Vivaldi or Pachelbel, which are also known to help students achieve the mindset needed for scientific thought. In contrast, when it's time to express your artistic side, jazz and rock m usic might help get your creative ju ices flowing. For those who are studying literature, a new language or social sciences, pop m usic works like a charm. Finally, if you're feeling unmotivated or have a short attention span, take a quick break every once in a while and gather your thoughts to a disco, reggae or country rhythm. Som e studies suggest that listening to m usic stimu lates alpha brain waves, which may be beneficial for relaxation, learning and memory. At 1:27 p.m., two men entered the Sephora store at Oakville Place mall. While one suspect distracted the employees, the other stole a Foreo Luna Mini 2, a facial cleansing brush worth $159. At 2 p.m. the same day, the same two men en tered the Sephora at Mapleview Mall in Burling ton and stole three Foreo Luna Mini 2s. She gave birth to Rahil blind and never saw what her baby looked like. Rahil's father married his wife's sister. His older brother and sister knew what hap pened to their mother, but Rahil was too young to understand. Rahil dreamed of becoming a doctor or dentist, but as a Palestinian he lost eight per cent of his grade point average. Instead he enrolled in the Faculty of Commerce. "I hated it." He later transferred to the School of Den tistry. In the meantime, his friends were continu ing their education overseas. Some went to Germany, others to England or the United States. Rahil applied to the Canadian Embassy, al though his family were against him. A plane ticket to Canada from Cairo cost a fortune. "I felt like a dog that could bark but not bite," Rahil says. The application to immigrate to Canada was accepted, and he arrived in Canada in 1964 at the age of 21 with only $45 in his pocket. He settled in Montreal, where he had a friend. In the years that followed, Rahil held down a string of jobs hrst as shipping boy. At hrst he was excited because he thought it meant working on The Love Boat. He was disap pointed to learn it meant shipping boxes. He was then an accounting clerk. From 196 5 -6 8 he worked for a number of large and prosperous companies -- Ameri can Express, British Petroleum and Robin Hood Flower Mills. Became homesick Life was tough between 1964-68. Rahil missed his family and was homesick. But he knew that he couldn't return home and ad mit defeat. Then in 1968, Rahil accepted a teaching job in Chibougamau, an isolated mining town in Quebec, 8 0 0 kilometres north of Montreal. Rahil taught for four years. see Family on p.30 Newbook describes journey fromrefugee to thriving professional by Marta Marychuk Oakville Beaver Staff My Villa d e p icts how O akville's A nto in e Rahil b u ilt a life fo r h im se lf in C anada. | photo submitted An Oakville man has written a memoir of his journey as an exile from Jerusalem and his turbulent path in becoming a prosperous professional in My Villa. "It was excellent therapy," said Antoine Rahil, 73, who wrote the book for his two daughters and grandchildren. Rahil, who holds a master's degree in psy chology, says he felt a sense of relief, sharing and telling. In retrospect, Rahil said he wishes he had asked more questions about his own fam ily to learn additional information about his heritage. Youngest of three children My Villa depicts how he built a life for himself in Canada -- through determina tion, tenacity and faith. "The more I wrote, the more I was in touch with my feelings and the signihcant others in my life -- the living and the dead," he says. Born in Jerusalem in 1943, Rahil was the youngest of three children who lived with his parents in an apartment on Mammilla Street outside the holy Wailing Wall. The area was the centre of an attack by Zi onist groups and Rahil remembers the bomb ing creeping closer and closer every night to his home. "W e were in danger," says Rahil, who was only four years old at the time. Rahil's father, who was a building inspector for the municipality of Jerusalem, decided to take his family on vacation for 10 days -- and away from the hghting. "Destiny had another vi cious and cruel plan for my family," he says in the book. The family travelled to Cai ro, Egypt to visit an aunt with only two suitcases of clothes. "I remember the suitcases -- one red and one black." Ten days turned into 16 years. They had arrived in Cairo as tourists and were never registered as refugees. "W e were stateless," Rahil says. The family was never allowed to go back, not even to pick up personal belongings. After living with his aunt for a year, Rahil's family moved into a small one-room apartment. Rahil studied at a pri vate Roman Catholic school, run by an order of French nuns. "W e were very poor," adds Rahil. Donations and chari ties were part of his life. "I was no longer a stateless person," he says. "I was somebody. Now I was a citizen of one of the best, richest and cleanest coun tries in the world: peaceful Canada." Missing life in Montreal, Rahil quit his job in Chibougamau. He registered at Concordia University with the goal of earning a bach elor' s degree in mathematics and becoming a teacher. He soon found a job as probation officer and worked closely with psycholo gists, psychiatrists and social workers. Rahil felt he found his calling and worked as a probation officer until 1979. During a vacation to visit his aunt in Los Angeles, Rahil m et Layla on Aug. 15, 1979. On Sept. 1, 1979, they were married in a civil ceremony, followed by church wedding in October of the same year. Rahil went back to school fulltime to get a master' s degree in clinical psychology. "It was tough," he says. "W e almost ran out of money." In the years that followed, Rahil worked at a maximum-security jail for adults in Quebec, then in the psychology department for a hospital in the National Health Service in England, and finally as a clinical psycholo gist in Lourdes-de-Blanc-Sablon, Que., until 1987. He moved his family to Barrie, Ont. to work as a psychometric, and to the United Arab Emirates to work for Emirates Airlines in Dubai for three years. In total, the family had 13 different addresses. In 1998, Rahil moved his family to Oakville -- where he has lived ever since. He is now retired from his last job as a psy chometric, assessing students in Halton. His two daughters are now married -- with one living in Toronto and the other in Vancou ver. "My joy is complete when in m y villa, I'm surrounded by my lovely wife, my two daughters and their families," he writes, at the conclusion of his memoir. The Burloak team won in a time of one minute, 53.401 seconds, knocking more than four-and-ahalf seconds off the record time of 1 :5 7 .9 1 5 it established last year. The crew included Lily Arm strong, Gabrielle Bowman, Anya Chuprys, Erin Demopolis, Kirpa Dhillon, Emily Little, Camille Looper, Annie Messenger, Jenna Neate, Kate Pennyfather, Lucy Pennyfather, Madison Vernooy, Brooke Westwater, Aine Willis and team captain Hunter George. Kathleen was born just outside of London, England in 1928. Kathleen and her late husband Arthur came to Canada from England in September 1951. They settled in Montreal where their two daughters were born. In 1965 they moved to Ontario and had a son. Kathleen was an avid horticulturist and always enjoyed her garden. She had a love for tennis, books and theatre. Kathleen, beloved and devoted wife of the late Arthur (2007). Predeceased by her loving son Michael (2000). She will be forever remembered and greatly missed by her daughters Janis and her husband Bill Nyhof and Jane and her husband Dan Cribbs. She will be dearly missed by her grandson Christopher Michael Maskell. Kathleen will also be missed by her loving sister Sylvia (Dall) in England.
