During the spring of 2017 heavy rainfall caused the water level of Lake On­ tario to rise to the point that the TOWARF vessel could no longer be safely moored at its headquarters at 2 Navy St. "It happened very quickly," said Mike Bask- well, TOWARF rear com­ mander. "It affected all the boats in the entire area."
