ROAR to establish quorum Concern has been expressed over the continued lack of quorum at River Oaks Association of Residents (ROAR) board meetings and suggested the directors examine ROAR‘s constitution to see if there is a way to alleviate the problem. ROAR presently has 14 directors serving on its board. President Jim Richards said that he was not in favor of decreasing the size of the board.
