FRIDAY, FEBRUARY 4, 199 4 However, Bernstein said the results were not surprising. "... While morale and the quality of care have decreased in the past five years, it is to be expected in light of our economic condition..." he states. But to many who work in the hospital â€" both staff and doctors â€" morale has never been lower, nor has the perception that a drop in the quality of patient care ever been higher. "...People do not readily accept change and when one adds the uncertainty of job security, it does result in a lower morale..." wrote Kuntz. In a letter to the board, president Dieter Kuntz said the results came as no surprise to him, in light of the changes in the health industry in the past three years. He said adminisâ€" tration is addressing the issue and hopes to improve morale over the next year. The study â€" one of numerous items at the latest board meeting â€" was not discussed before the adjournment on Tuesday evening. It will be scheduled for a future board meeting. According to Bernstein, the genâ€" eral tone of the written responses to the survey indicated a "very high level of anger and frustration" with all those involved in the hospital and health care in general. He added that 75% of the employees believe there is a lack of communication between the board, president‘s office, senior manageâ€" ment, and themselves. Also listed was a lack of comâ€" munication between those in manâ€" agement at OTMH and those on the front lines. "...A major concern is that the staff does not feel consulted in the decisionâ€"making process as it affects them," said author of the report, Dr. Howard Bernstein, a consultant with The Chisholm Associates.
