Frank Giannone, president of Fram Construction Limited, has received the Medallion of Merit from the Government of Portugal in recognition of his efforts on behalf of Portuguese construction workers threatened with deportation during the late 1980s. The construction industry has always had difficulty maintaining an adequate pool of skilled trades, and the federal govâ€" ernment‘s shortâ€"term response to high unemployment in the industry during the late ‘80s would have had severe longâ€"term effects when the industry recovered. As president of the Greater Toronto Home Builders‘ Association during 1989, Giannone became concerned when the fedâ€" eral government began strictly enforcing immigration proceedings against skilled Portuguese construction workers â€" many of whom had been in the country for years and had started families. Working closely with the Local 183 of the Laborers International Union, Giannone lobbied the government to recâ€" ognize the longâ€"term needs of the industry leading to the development of a fastâ€"track system to bring skilled Portuguese trades who left the country voluntarily, back to Canada. Giannone also worked directly with the Portuguese community in establishing a clinic to explain and assist workers in comâ€" plying with the government policy and availing themselves of the fastâ€"track sysâ€" tem.
