They hope to have a report before the property committee by midâ€"February. Under the program, the federal and provincial governments have committed more than $1.2 billion to Toronto and area municipalities over the next two years, with an additional $200 million available to colleges, universities and schoolboards. Allocations to municipalities are based on a formula of populaâ€" tion and households while allocaâ€" tions to schoolboards and other educational institutions are based on enrolment. The concerns of Sheridan College‘s administration align beneficial says mother believes there are enough, along with the parent volunteers. In Salter‘s case, the program change would be beneficial because her youngest daughter could ride home on the bus with her sister. Otherwise she will have to place her daughter in day care for the other half a day but be charged for a full day program. "So, it‘s a really big plus for me," said Salter, who believes other parents might be in the same position. "My costs would be half." with the public school board‘s in that, without the guidelines and a thorough understanding of the process, it‘s difficult to say whether the college will be able to take advantage of the grant, said Linda Berkovich, Manager of Communications. Sheridan College‘s allocation is $1.8 million but to receive that money, Sheridan must produce a third of it or $600,000. If, after a board of inquiry she is not satisâ€" fied with the result, the complainant may appeal to Divisional Court. This also applies, however, to every other party involved in the matter. The whole case stems from a an alleged incident on Nov. 13, 1992 in which the thenâ€"22 year old woman was robbed at knifepoint and assaulted while she walked her dog in Edgeware Park. On Jan. 20, 1993, police issued a statement explaining that she had made up the story and inflicted some of her injuries herself. Weeks later, however, the woman told Halton Regional Police that she had been forced by investigating officers to say she lied about the attack. She alleged that during a threeâ€"hour interrogation by a Halton police offiâ€" cer her request for a phonecall was denied and was refused the opportunity to undergo a lieâ€"detector test. She also said she was told she may be charged with public mischief if she did not come clean about her story. On Jan. 25, 1993 former police chief James Harding received a letter from the woman. The matter was then passed over to the professional stanâ€" dards bureau for investigation as a public complaint. After this internal review of her claim, the former chief examined the resulting 40â€"page report and decided there was no basis to her claim. It was then that the woman filed with Commissioner.
