Regional chairman, Peter Pomeroy, wondered why Halton had to become involved, saying he does not like the idea. "Knowing that it is government run means that it will cost more money," ACCOUNTING "I have serious concerns about the whole concept," reiterated Logan. "We are being asked to impose a huge strucâ€" ture right from the start. If the MSA idea is so good, why aren‘t the five Red Cross organizations in Halton operating together?" The MSA program is supposed to be funded by the province, but Pomeroy made it clear he fears eventually municâ€" ipal property taxes will help pay for it. "I love the sound of 100% provincial funding, but it won‘t happen," warned Pomeroy. "Everyone will say that the municipalities will never have to pay because it‘s part of their plan not to tell us. In the end, you‘ll have the MSA selecting which programs you will have and asking you to pay for them, and they won‘t have to argue or rationalize their decisions." Katsoff presented an MSA model which had one administration centre with five satellite offices in the region. Oakville, Burlington, Milton, Geqrgetown, and Acton, would all be served by local offices working with the central one. Milton councillor, Brad Clements, reminded the committee that Halton was merely a commenting agency on a provincial initiative. said Pomeroy. Despite reservations, the committee voted to send Katsoff‘s model of Halton‘s MSA to the Halton District Health Council, which issued the call for ideas on how the MSA should be organized. Pomeroy said he feared the province will also attempt to setâ€"up similar proâ€" grams for child care and other services. 8
