Oe w P We Spet vora t Condominium Institute to hold weékly seminars BY H PENMAN SMITH Special to the Beaver o â€"~ c :d Brougham, in a speech in the House of Commons in 1828, said, "Education makes a people easy to lead, diffiâ€" cult to drive, but impossible to enslave." This could well be applied to us today, particularly when it comes to managing our conâ€" dominium corporaâ€" tions. Management companies are disâ€" .covering that a Board of Directors, when well educatâ€" ed on condominiâ€" um administration, can make its job infinitely easier to carry out. Since the task of a manâ€" ager is to simply carry out the poliâ€" cies of a Board within the guideâ€" ofâ€" â€"the Condominium Act, the corporation‘s declaration and bylaws, any Board that is unaware of its responsibilities can make the manâ€" ager‘s task extremely difficult and stressful. The Answer The answer to this, of course, is education. Eduâ€" cation, not only of the â€"Board of Directors, but also of the manager, and that is one of the prime objecâ€" tives of _ the Canadian â€" Conâ€" dominium Institute through its Golden Horseshoe Chapter here in this area. To this end the chapter is offering its Spring 1994 Condominium Directors and Managers Course, beginning on Mar. 1 and continuing for seven consecuâ€" tive Tuesday evenings. â€" The course will be held at the King‘s Court Banquet Centre, 1159 King Road, Burlington, beginâ€" ning at 7 p.m. In considering a condominium, there are a number of factors which you should underâ€" stand. One of the advantages that people find attracâ€" tive is that you are relieved of the responsibility of maintaining the exterior of your unit. There are two WHAT: Condo Manager‘s Course. WHEN: Tuesdays beginning March 1 CALL: (905) 332â€"3549 parts to a condo â€" one is the unit itself and the other is something called a "common eleâ€" ment". Everything within the unit‘s walls is the responâ€" sibility of the unit owner to maintain and repair â€" and the "common eleâ€" ments" which are those parts of the cond o m in i um which are not included in the units, such as the grounds, â€" roadâ€" ways, halls, elevaâ€" tors, roofs, etc. are those which must be maintained and repaired by the condominium corâ€" poration. To govern this mixture of "perâ€" sonal" and "comâ€" munity" ownership requires _ some form of internal administration acceptable, _ to those chosen to manage the propâ€" erty, and to those living there. To this _end the provincial legislaâ€" ture enacted a piece of legislation called the "Ontario Condominium Act 1980." It has been described as "an Act to facilitate the division of properâ€" ties owned individâ€" ually and parts that are owned in comâ€" mon and to proâ€" vide for the use and management of such properties. In â€" addition, since each condoâ€" minium complex could contain a myriad of differâ€" ences such as highâ€" rise buildings with hundreds of units, together with all their assorted comâ€" ponents including elevators, air conâ€" ditioning equipâ€" ment, games rooms, _ underâ€" ground garages, security arrangeâ€" ments, in contrast to another corporaâ€" tion consisting of a few â€"townhouse units. Thus you can understand that no single form of internal governâ€" ment could possiâ€" bly be applicable to all corporations. Assignment In order also to make it possible to define the owner‘s and the corporaâ€" tion‘s share of responsibilities, each condo, upon being registered, is assigned a division of duties and obligations under a document known as a declaration. Together with a description which determines â€" the physical boundâ€" aries of the properâ€" ty, the outline of each unit as well as a series of byâ€" . laws for the purâ€" pose of governing the members and regulating the corâ€" poration‘s affairs. DIFFICULT TASK Thus as you may be aware, this could be a formiâ€" dable task when it comes to operating your complex and to this end the Golden Horseshoe Chapter is offering our educational service through the Condominium Directors and Managers Course. If interested, you are invited to attend the next series of sessions and can call 905â€" 332â€"3549 for more information.
