r. 16, 1994 (Continued from page 1) thballed. On Nov. 29, however, SLC hounced that it received executive roval to install the baghouse. CCP chairman Julie Bart said SLC uld have the public believe opacity simply an annoyance and little else. the plume blocks light, there is parâ€" ulate present, she said. Before any ghouse can be installed, however, hrt remains worried about the ongoâ€" s health consequences of exposure "condensable" particulate (gases at solidify when cooled) which pear as a visible plume downâ€"wind the stack. Last month RACCP won an portant victory after the Ministry of vironment (MOE) served SLC with Certificate of Approval to test for e quantity and composition of a (Continued from page 1) 922 when a group of people would valk 25 miles from downtown oronto to the Halton Hotel, which was one of the few taverns licensed to serve liquor that day. Charlie Priestman was the first solo walker to continue the traditional walk and he was followed by Barney Heard. _ After falling down during his 19th trek, Heard thought the tradition would be lost, but Williams joined him in 1977 and assumed the torch the following year. A nonâ€"drinker, Williams is dedicatâ€" ed carrying on a tradition, rather than the free beer and meal heard used to receive at the Halton Hotel. _ While he never imagined carrying on the walk this long when he made his first walk, Williams says he doesn‘t want to break a tradition which has become a unique part of Oakville. "People expect it," he said. "If I didn‘t do it, I feel there would be this hole in St. Patrick‘s Day." The route from University Avenue in Toronto along Lakeshore Road to downtown Oakville has remained virâ€" tually the same over the years, except Williams has changed his final destiâ€" nation from the Halton Hotel to the Bearded Collie. ’ He sets out from Toronto at 9 a. m. > and usually completes the trip by about 4:30 p.m . Williams, now 42, admits the 25â€" mile journey takes more preparation as he gets older. He‘s been training hard the past few weeks and recently completed a 10 mile returnâ€"trip route e s wide variety of materials including PCB‘s, dioxins and heavy metals. Bart says the Certificate was a direct result of testimony by experts she enlisted during the Appeal Board process. One â€" Dr. David Pengelly, member of the Faculty of Health Sciences at McMaster University and the MOE‘s Advisory Committee on Environmental Standards â€" released an alarming report on possible health effects. In it, Pengelly said a variety of fine dust particles released by SLC has, under certain conditions, led to ground level concentrations "which have been shown in many studies to be associated with measurable morâ€" bidity and mortality." "Levels of fine particles associated with other emissions at the same facilâ€" ity have not been used in this estiâ€" mate," said the report. "No doubt the illiams carries on tradition from his Normandy Place Road home to Burloak Drive and Lakeshore Road "I feel pretty good. I‘m in pretty good shape. I‘ve been walking three or four hours a day. If not for the training, I wouldn‘t be able to make it." In his earlier walks, Williams would hand out religious tracts to peoâ€" ple along the way, but says he has toned that down in recent years. Still, he‘s always eager to talk to anyone he meets along the way and welcomes anyone who wants to join him â€" although most of his recent walks have been solo efforts. Another expert â€" Hanna Corinthios, a combustion and hazardous waste authority with the MOE‘s Science and Technology Branch â€" reâ€"took the stand Monday and reinforced Bart‘s fears about the health effects of emissions. SLC, he explained, can pump as much as threeâ€"quarters of a ton of convenâ€" tional particulate into the atmosphere. As a result, Corinthios believes opaciâ€" ty is not merely an aesthetic issue but one of real compounds being disâ€" persed over the town and lake. "As a good corporate citizen, such emissions should be worked on as diligently as possible," said Corinthios, who advised that condensâ€" able particulate (gases that solidify when cooled) should also be addressed. SLC lawyer Herman Turkstra wondered why Corinthios waited until the end of the pilot plant program to dismiss its results when he had ample opportunity to offer advice and ask questions while it was up and running. Corinthios said methods used in the pilot plant were not the same as stanâ€" dard stack testing procedures and were therefore "apples and oranges." He also said there were plenty of "inconsistencies" in the raw data and conclusions drawn without proper interpretation. Corinthios said compliance with the Certificate of Approval will SPORTS PUB GRILL earing will wrap up next week answer most of his questions about emissions since no "detailed list of contaminants" from SLC is on record with the MOE. Corinthios‘ assertion that SLC has no "plan of action" to deal with unusual emission occurrences was borne out by testimony of SLC proâ€" duction shift supervisor Gordon Kruppert, who was subpoenaed to appear by Bart. On Sat. March 5 Kruppert received a complaint by the MOE over a large brownish plume emanatâ€" ing from SLC‘s stack. Although he said all pollution control devices were working correctly, Kruppert admitted he did not know the cause of the problem and still doesn‘t. He said there was no one in the plant at the time to take an opacity reading and only learned recently that the compaâ€" ny even had qualified observers on staff. Kruppert added that on March 5 he could not reach the plant manager right away to authorize a kiln shutâ€" down. Kruppert â€" who said he could shut down the process for mechanical failâ€" ure but not for emissions â€" explained that in more than four years he had never called in a suspicious plume to the MOE. Under crossâ€"examination by Turkstra, Kruppert said he would not have been in a position to properly observe the stack anyway. In addition, just because SLC does not provide manuals, training by the company makes him qualified to do his job. 39 on OPEN 7 DAYS A WEEK 1289 Marlborough Ct., Oakville 842â€"4435 Line Dancing Starting Saturdays March 26 Display your products during this funâ€"filled day indoors at the Glen Abbey Rec Centre!
