The holding tank is a last line of protection if something goes wrong with the station. Formerly in such cases, effluent escaped the pumping station by an overflow mechanism and went into Lake Ontario. Leitch explained to the planning and public works committee the elaborate precautions already taken at pumping stations with extra pumps, generators, and alarm sysâ€" tems in place. Leitch said that if the proposed holding tank overflows, raw sewage will back up into people‘s homes because there is no other place for it to go. "This is a public health risk accomplished because the governâ€" ment‘s priorities are so skewed that fish are now more important than people," Leitch added. "It‘s time to take the federal fishâ€" eries on," said Oakville councilor Fred Oliver, who was particularly vocal in December regarding the Acton fish study. "I‘d like us to be charged and have it out." Leitch said that nonâ€"compliance could lead to charges against the individuals involved, that they could be held personally responsible. We have to build it the way they want," Burlington councilor Barry Quinn said. "I don‘t want to be held personalâ€" ly responsible. I suggest we go through FCM (the Federation of Canadian Municipalities) to lobby on our behalf." "We need to involve MPs and MPPs because it‘s a legislative probâ€" lem," said regional chief administraâ€" tive officer John Burke. "What we should be concerned about is retrofits of holding tanks to existing pumping stations (due to the anticiâ€" pated cost).
