Under the new Provincial D evelopm ent C harges A ct, all m unicipalities m ust have their bylaws in place by Aug. 31st. The idea behind the charges is to ensure that developers, and not the current tax base, pay the freight for growth. But changes to the Act have some councillors wondering if the Region will be able to make good on its pol­ icy to have growth pay for itself. "Under the new legislation, new growth does not pay for itse lf provincially, but the line still exists in our official plan," said Oakville Councillor Kevin Flynn. He asked if full cost recovery is still possible under the changed Act. "The intent was that new growth would pay for itself," he said. "Is this saying that no m atter how coun­ cil decides, the provincial legisla­ tion will not allow for that?" It is still H alton's goal to make growth as inexpensive as possible for current residents, said Halton's planning com m issioner, Pat Murphy. "One could argue that the D evelopm ent Charges Act and our policy work together to minimize the im pact," he said. Exem ptions in the Act tend to hit local municipalities the hardest, he added. The Province will likely justify the new Act by noting that munici­ palities can recoup their money through property taxes, said Oakville Mayor Ann Mulvale. "Their argument will say that we get it later rather than sooner," she said. There may be an increased risk to taxpayers thanks to the Act, said Milton M ayor Gord Krantz. "The message is the present prop­ erty base should not have any nega­ tive im pact," he said. "But certainly the legislation is in place that it may have an im pact." B urlington C ouncillo r John Taylor accused the Region of m is­ leading the public about full cost recovery growth. Com puter thieves strike again Computer bandits struck a west Oakville office a couple of weeks ago, and Crime Stoppers wants to know who they were. Shortly after 2 a.m. in the early hours of Sat., June 19th, a front window was smashed at Union Energy on Westgate Road. The suspects raced into the building and quickly grabbed several computer hard drives, monitors, and a print­ er. Brand names for the stolen items included Compaq and Hewlett Packard. The initial estimate for the value of the stolen equipment was placed in the area of $20,000 to $25,000. Crime Stoppers would be interested in hearing from any­ one who can suggest possible suspects, or a location where the computers can be found. Taylor said he was shocked at the size o f the d iscounts Halton is preparing to give to industrial and commercial growth. Currently, Halton staff is recom­ mending a residential development charge o f $6,171 per single family dwelling. In order to stay competitive with neighboring m unicipalities, a 50% discoun t is being proposed for industrial growth. If approved, that would lower their charge from $4.77 per square foot to $2.39 per square foot. A 25% discount is proposed for com m ercial growth, bringing their charge down to $3.58 per square foot. The issue w ill return to the adm inistration and finance commit­ tee on Wed. July 7th.
