For a few months Bit- coin was getting a lot of press. Some wondered if they should invest in it be­ cause its value was sky­ rocketing. Then there was excite­ ment about owning shares of companies that were go­ ing to distribute marijua­ na in Canada. My recommendation is not to take unnecessary investment risk. Don't speculate. There are several rea­ sons for this. Assume you did gamble and invest in one specific stock. Two things could happen. First, the stock could go up and you could make money. The problem is that this lucky move will create the false expecta- PETER WATSON Column tion of having the magic touch for picking winners. You are more likely to try your luck again, and eventually you will lose. Second, the stock could decline in value and you would lose money. Some readers might in­ terpret this as being too negative. This is not nega­ tivity, it's reality. Professional invest­ ment managers rarely outperform the markets they invest. If they can't win with stock picking and market timing, then it's unreasonable to ex­ pect you could have better results. One of the fundamen­ tals is to have a well-bal­ anced and diversified in­ vestment portfolio. The best defence against risk is to diversify that risk. Ideally you should strive to have a low-cost, tax-effective investment s p e c u l a t e portfolio. By owning hundreds or even thousands of differ­ ent stocks, you are effec­ tively buying the market. You are buying capitalism and the companies in that system. There have been count­ less companies that have eventually gone bank­ rupt. Investors in those companies will have suf­ fered significant losses. Historically stock m ar­ kets have declined, howev­ er they always regain those losses and go on to new highs. Markets are unpredict­ able. OAKVI LLE 2017 Active Transportation Master Plan Update S ta tu to ry P u b lic M e e t in g Proposed Official Plan Amendments, Active Transportation Town Initiated - Town-wide, File No. 42.24.20 Monday, May 14, 2018 at 7 p.m Town Hall, 1225 Trafalgar Road Council Chamber You are invited to attend and provide input at this meeting hosted by Planning and Development Council. The Planning Services department will be presenting a recommendation report with respect to three proposed official plan amendments (OPAs) at this meeting. The purpose of these amendments is to update the town's official plan documents based on the 2017 Active Transportation Master Plan Update. The effect of the proposed amendment to the Livable Oakville Plan (OPA 28) will be to provide a new town­ wide map (Schedule D) showing existing and planned active transportation facilities such as bike lanes, bike routes and multi-use trails. The effect of the proposed amendments to the North Oakville East and West Secondary Plans (OPA 319 and OPA 320) will be to update the policies to reference the planned active transportation facilities shown on the new map in the Livable Oakville Plan (Schedule D). Collectively, the proposed amendments apply to all lands in the Town of Oakville. At this time there are no other applications, under the Planning Act, R.S.O. 1990, c. P.13, as amended, pertaining to the subject lands. If a person or public body does not make oral submissions at a public meeting or make written submissions to Council do the Town Clerk at the Town of Oakville, Clerk's department, 1225 Trafalgar Road, Oakville, ON L6H 0H3 or at townclerk@oakville.ca before the proposed official plan amendment is adopted: a) the person or public body is not entitled to appeal the decision of the Town of Oakville Council to the Local Planning Appeal Tribunal; and b) the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. Any submission to the Planning and Development Council, either in hard copy or in electronic format, must be forwarded to the Clerk's department for receipt no later than noon on May 14, 2018, to ensure its availability to the Members of Council at the meeting. Individuals making oral submissions at the public meeting are requested to submit a written outline of the submission to the Town Clerk. All submissions should include the full name and address of the presenter.
