DAVID LEA dlea@metroland.com Despite the protests of some unhappy neigh bours, the Town o f Oak ville has agreed to permit a developer to build 59 four- storey townhouse dwell ings at a Trafalgar Road property. Oakville Council voted April 19 to rezone 2136 and 2148 Trafalgar Rd., to allow DiCarlo Homes to con struct the block o f town- homes. Each unit w ill include two parking spaces. Vehicle access from Lil- lykin Street is proposed, and pedestrian access from Lillykin Street to Tra falgar Road would be pro vided through the site. The 0.84-hectare prop erty is surrounded by a four-storey townhouse de velopment to the north, Trafalgar Road and two- storey residential dwell ings to the east, a place of worship to the south and two-storey detached dwell ings to the west. It is anticipated the bulk o f the trees w ill be removed from the site, however, a 20 per cent tree canopy re quirement w ill be imple mented at the site-plan ap proval stage. Ward 4 town and region al Coun. Allan Elgar voiced concerns about this aspect o f the plan, noting there are currently " tones" o f trees on the property. He confirmed with the developer that the trees would not be cut down when birds are nesting. In their report to coun- cil, town staff noted inten sification on the subject property is consistent with the Livable Oakville offi cial plan and the Halton Region official plan. They said the proposed development also pro motes the objectives o f the Trafalgar Road Corridor by providing for medium- density development along a planned higher order transit corridor. The zoning the develop er is asking for is consis tent with the zoning in ef fect for the property to the north (known as the Dun- par development). Even so, area residents were not happy with the proposal. One Lillykin Street resi dent voiced concerns about the increased traffic the development would bring and about her two- storey property being shaded by the four-storey townhouses. Noise and pollution were other issues she raised. "We are in the process of adopting and chose Oak ville because we thought it would be a nice quiet town in which to raise children," she said. "We moved from Toron to specifically to Oakville to raise our family. I thought the goal was to make Oakville livable. I be lieve we are failing misera bly." Tricia Collingwood of the town's planning servic es department said a trans portation impact study concludes traffic from the development can be ac commodated on the exist ing road network. She also said the zoning for four-storey structures is in place at the property. Collingwood pointed out that i f this develop ment proposal was reject ed there was nothing to stop the developer from coming back with a pro posal for even more units, provided they stayed with in the height permissions. Other area residents said that when they bought their homes they were promised there would not be significant develop ment. Ward 5 Coun.
