"This facility stored a small quantity o f solvent containing volatile organic compounds (VOCs) used for asphalt testing. The sol­ vent, although not consid­ ered hazardous at the time, is now subject to regula­ tions and standards under the Environmental Protec­ tion Act," said Cindy Toth, town environmental policy director, in a report to the committee. "Although limited quan­ tities o f the solvent were used, and most o f the prod­ uct was disposed o f proper­ ly by qualified disposal companies, it is evident from test results that at least some solvent was spilled on the ground and remains in the soil and groundwater over 20 years later." Toth noted that monitor­ ing o f the site has found that while there is no unac­ ceptable health risk posed to the residents nearby, some VOC concentrations in the groundwater exceed M inistry o f the Environ­ ment and Climate Change standards. The current plan would see the remediation project take place in the fa ll o f 2018 and last from six to eight weeks. The large-scale excava­ tion within Inglehart Street North (east-west sec­ tion) would extend the width o f the road allowance (approximately 10 metres), a length o f approximately 30 metres and a depth o f ap­ proximately six metres. The main goal would be to remove the contaminat­ ed soil and water and dis­ pose o f it in an appropriate facility to reduce or elim i­ nate the risk o f contamina­ tion migrating offsite. "W ith the source ad­ dressed, it is expected that the contamination levels in the immediate area would decrease with time," said Toth. An environmental con­ sultant would supervise the excavation on a fu ll­ time basis. Toth said follow ing the source material removal, a minimum of two ground­ water and soil vapour mon­ itoring events would be re­ quired within nine months to confirm the effective­ ness o f the remediation. The estimated cost o f the project is $865,000 with followup environmental monitoring in the area ex­ pected to cost another $100,000. This money w ill be allocated from the town's Environmental Ini­ tiatives Reserve. To date, approximately $271,000 has been spent on the environmental work and the ongoing monitor­ ing program for this site. During the meeting the committee heard from the property owner o f a busi­ ness at neighbouring 440 Inglehart St. N., who noted his own consultants found the contamination had spread to his property. He voiced concerns that excavating the former pub­ lic works site might make the situation worse and questioned project's effec­ tiveness, noting VOCs from his property may simply recontaminate the town site once the remediation has concluded. He said a better plan would be to redevelop the entire area and address the pollution in its entirety at that time. One area resident who spoke during the meeting said she wanted the proper­ ty cleaned up and did not understand any proposal that would delay that.
