v r \ i v t u o r v » i_<iv r w H ospital receives m ore funding Oakville-Trafalgar M emorial Hospital (OTMH) has received more than $452,659 as part of ongo ing provincial funding., Milton District Hospital, which forms the other half of Halton Healthcare Services (HHS), also received $118,341 in funding. The money represents a 1% across the board addition to the base budget of HHS to help cover operating costs. "This will directly benefit front line care and caregivers," said Halton Centre MPP Terence Young. The total to be spent across the province is $68 million. According to Oakville South MPP Gary Carr, A free health forum, Understanding Prostate Cancer, is at the Ramada Inn and Convention centre on April 1st. The event is being presented by the Canadian Cancer Society (Oakville Unit), Halton Healthcare Services and the Urology Resource Centre (Burlington). Oakville urologist Dr. Richard Casey and Linda Putnam, a continence Ontario hospitals are slated to receive the money by April 15th. "This announcement will improve access to our hospital and assure continued high quality patient care," said Carr. "The addi tional funding is in response to the immediate needs of hour hospital and to provide high quality health care for our growing population." Queen's Park also announced last week that $20 million has been ear marked for hospitals in fast growing communities like Halton. The local share of the money is expected to be detailed in May. "The Ministry of Health is work- advisor for the VON and Urology Resource Centre, will discuss the prevalence, diagnosis, and treatment options, as well as look at ways to improve the quality of life for men with prostate cancer. There will be information displays and refreshments starting at 6:30 p.m. with the presentation at 7 p.m. Call 338-4379 to reserve a seat. ing closely with hospitals to ensure that the proper growth funding for mula is achieved," said Young. Last summer, OTMH received $1,089,100 as part of the province's ongoing growth funding program. According to Sandra Farley, chair of the GTA/905 Healthcare Alliance, the allocation of funds - especially the $20 million in growth funding - is very much appreciated. "I see this as a very positive step," says Farley, who is also OTMH Board chair. This is the fourth year the government has helped 905 hospitals by committing additional growth dollars." Ministry of Health statistics indi cate that GTA/905 regions grew by 43.3% between 1989 and 1997, compared to Ontario's overall 13.3% growth rate. The GTA/905 Healthcare Alliance has been working steadily with Queen's Park to develop a pop ulation needs-based funding formu la that recognizes growth. . "Until we arrive at a more perma nent funding formula, we will con tinue to require ongoing growth funding allocations," she said. On Monday night Wayne Gould explained to Town Council that he has taken to heart the concerns raised at this month's Community Services Committee and will attempt to address them all. Included will be an inventory of "incidents" at the OMY, CN's on-site emergency preparedness, evacuation routes, potential impacts on area homeowners and schools and the Oakville Fire Department's jurisdiction - if any - over the way the railway conducts business. "The community deserves a full report," said Ward 2 councillor Kathy Graham. Gould agreed and said he will keep all parties abreast of developments on an ongoing basis and have a full report ready in a couple of months. A preliminary meeting with CN has been slated for this week, said Gould. This action was precipitated by east Oakville residents who have been battling CN over noise and safety for the past year. When the Town's final Hazard and Risk Analysis report was unveiled earlier this month, they felt CN's proximity to their homes and the dangers it poses were not given their due. Town to look at response issue (Continued from page 1) do the work. Krysmanski he wants the municipality to be an active participant on behalf of its citizens. For months the Town's Legal Department has said that the local noise by-law does not apply to railways since juris diction over their operations is an exclusively federal matter under the Constitution. In the meantime, Stop CN won its CTA complaint but Flynn said it's obvious the victory came at a prohibitive financial cost. In short, most cannot avail themselves of their right to use the process. Much of Monday's debate centred around just what the Town should - and legally can - do about CN's Oakville operation. After a protracted debate, Ward 5 councillor Liz Behrens suggested they use the time until the appeal period expires to have staff report back on the Town's options. Part of this report will deal with how the municipality can best work with residents to help effect CN's compliance. Flynn said the object of his motion was not to define immediately what the Town's role should be but to get four vital issues on the table: get the residents their funding; ensure that the CTA's judgment is enforced; determine a more proactive role for the Town in future legal proceedings; encourage the federal government to improve the complaint process. Flynn said he is not blaming the Town for not taking sides but explained that at least the municipality should urge the federal government to make the process more accessible and less financially punishing to people. "The residents must feel every level of government has turned its back on them," said Flynn who, like several coun cillors, now believe they should have handled the residents differently. Ward 6 councillor Keith Bird, for example, said it is only now that Council is starting to grasp the magnitude of the issue. "Clearly it's our responsibility from now on," he said. In the backs of their minds, of course, is the Mississauga rail disaster of 1979. Krysmanski told Council Monday that he finds it incomprehensible that CN can disrupt their lives and pose a threat in a town that prides itself on maintaining a high quality of life. After all, he said, there are seven schools within the "iso lation exclusion zones" around the OMY and as a result, CN continually exposing our community to these risks," said Krysmanski.
