The issue will go to council for final approval next week. Under the Ambulance Act, the region was told to inform the Ministry of Health how it intends to deliver the service by September of this year. To meet that deadline, Halton, along with Durham and York regions, hired consultants IBI Group with Partnering and Procurement Inc., to analyze deliv ery options. Of those options, Halton staff recom mended renegotiating contracts with cur rent providers, the volunteer Halton Hills Ambulance Services and Mississauga- Halton Ambulance, both run by Laidlaw Inc. That option was meant to create a smooth transition as the service slides from Ministry to regional control, said the region's chief medical officer of health Dr. Bob NosaE "We feel this is the least risk option to ensure a smooth transition," he said. The staff direction would also buy time for the region to look more thor oughly into other options in the future, said Nosal. The 540 Golden Hawks Royal Canadian Air Cadet Squadron have been resident in Oakville since 1948, and currently are headquartered at 170 Kerr St. The headquar ters is manned on Monday and Wednesday nights and is open to the public. The Air Cadets can be rou tinely seen at Remembrance Day and Santa Claus Parades, helping out at the Waterfront Festival and numerous other community activi ties. Air Cadet meetings are on Tuesday nights. The Air Cadets are largely self- financed. At Tuesday's committee meeting, a flood of delegates filed in to council chambers to request that ambulance ser vices be taken in-house by the region. That would make the paramedics regional employees. Job security and an objection to for- profit ambulances services were the top two complaints at the meeting. "Imagine having to reapply for a job every three to five years," argued Carmen D'Angelo, a paramedic and rep resentative of the Canadian Union of Public Employees (CUPE). "A region operated service would be accountable to residents, not just shareholders on the New York Stock Exchange." Nosal wanted to assure critics that Halton ambulance services will not turn into an American-style for profit system. In the current system, the Ministry of Health contracts out ambulance suppli ers and pays a set management fee for its operators. The only thing that would change in Halton's proposed model is that the region would pay the fee instead of the province.
