On Dec. 6, commission- er of planning and public works Jim Harnum told committee the upcoming budget details for the de- partment. In his presenta- tion, he explained road capital financing has in- creased by $1.7 million to address rising state-of- good-repair needs. Road maintenance contracts in- creased by $396,000, or 3.4 per cent. Hydro has in- creased by $131,000, where money will be allocated for traffic signals and street lighting. A $85,000 figure has been added to the bud- get to make way for a road operations safety techni- cian. Lastly, waste man- agement has increased by $490,000 to accept plastic bags and film in the Blue Box. According to Harnum, five red-light cameras will be installed in the region in 2018. Currently, 17 red-light cameras are installed on regional roads, with some at local intersections. During his presenta- tion, Harnum went over five key components which outlined the overall bud- get: water, and the comple- tion of the long-term water meter strategy report, and automated meter reading, as well as replacing 12,500 pulse meters and large me- ters to increase bill accura- cy; wastewater, by address- ing climate change and continuing the downspout disconnection program; roads, and the develop- ment of an advanced trans- portation management system to improve the flow of traffic on regional roads, and the LED conversion for street lights; waste man- agement, by reviewing the new solid waste master plan and to begin accepting plastic bags and film in the Blue Box; and infrastruc- ture, by developing and im- plementing an asset man- agement plan and begin the development of an inte- grated water, wastewater and transportation master plan. According to Harnum, accepting plastic bags in the Blue Box program is a convoluted issue. Halton Hills Coun. Clark Somer- ville praised the program, hoping to see it integrated sooner rather than later. Harnum also told com- mittee the region had pro- jected 35 kilometres of roads to be resurfaced in 2017, but only five kilo- metres of that was complet- ed. In 2018, the region is ex- pecting 32 kilometres of re- surfacing to be accom- plished. During his presenta- tion, Harnum told commit- tee Halton continues to maintain high waste diver- sion rates, which is extend- ing the life of the landfill.
