"Like other organizations in Canada, the latest COVID19 wave is challenging Canadian Blood Services like never before," Dr. Graham Sher, CEO of CBS, said in a press release. "Our employ- ees and donors are among those falling or being required to iso- late. He added: "For these reasons, and also because of severe weath- er in parts of the country, we've seen a concerning drop in dona- tions recently." CBS says that the number of donors has been declining steadi- ly since the beginning of the pan- demic. Those who are ineligible to do- nate whole blood may be able to donate plasma. Donors are able to give plasma more frequently as red blood cells are returned to the body of the donor. Those interested can book an appointment by calling 1-888-236- 6283 or by going to www.blood.ca. The CBS has a permanent clinic at 1250 Brant St. in Burling- ton. The Planning Services department will be presenting a recommendation report with respect to the proposed Official Plan Amendments at this meeting. The purpose of the proposed Official Plan Amendments is to modify the textof theLivableOakvillePlanandthe1984Oakville Official Plan. The amendments will implement changes that have been made to the Planning Act resulting from Bill 13, Supporting People and Business Act, 2021. Bill 13 enables Town Council to delegate authority to pass by- laws that are minor in nature under section 34, Zoning By-laws, of the Planning Act to a committee of Council, or an individual who is an officer, employee or agent of the municipality, provided enabling Official Plan policy is in place. The effect of the proposed Official Plan Amendments would enable Council to delegate the authority to pass by-laws under section 34 of the Planning Act to remove holding "H" symbols (holding by-laws), authorize the temporary use of land, buildings or structures (temporary use by-laws), and to pass housekeeping by- laws for the purpose of making clerical or other changes to assist in the interpretation of the zoning by-law, to a committee of Council, or an individual who is an officer or employee of themunicipality. The amendmentwould also add general policies to the 1984 Oakville Official Plan for guidance on temporary use by-laws. The Official Plan Amendments would apply to all lands within the Town of Oakville. The proposed Official Plan Amendments would allow for updates to the Town of Oakville By-law 2021-077, a by-law to delegate certain powers and duties under the Municipal Act, 2001, S.O. 2001 c.25, the Planning Act, R.S.O. 1990 c. P. 13, and other Acts. If a person or public body would otherwise have an ability to appeal the decision of the Town of Oakville to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council c/o the Town Clerk at the Town of Oakville, Clerk's department, 1225 Trafalgar Road, Oakville, ON L6H 0H3 (Dropbox is located in front of Town Hall) or at TownClerk@oakville.ca before the Official Plan Amendments are adopted, the person or public body is not entitled to appeal the decision.
